About this file

This is a Request for Proposal (RFP) issued by Bristol Community College, a Massachusetts state higher education institution, seeking qualified child care service providers to operate a child care center on its Fall River campus. Bristol Community College is requesting proposals to operate a year-round child care facility serving children ages 2 years 9 months through 6 years, with capacity for up to 20 full-time equivalent (FTE) children. The facility will occupy approximately 1,266 square feet of dedicated space in Building C (the Siegel Health Technologies Building), plus restrooms, kitchen facilities, and an adjacent fenced playground. The College will provide heat, lighting, electricity, trash collection, water, telephone service, and Wi-Fi. A pre-bid conference and facility tour is scheduled for March 12, 2026, at 5:00 p.m. Questions must be submitted by March 19, 2026, with responses provided by March 26, 2026. Proposals are due by 2:00 p.m. Eastern Standard Time on April 2, 2026, with public opening and reading to occur immediately thereafter in Room F103 of the Physical Plant Building. The contract award is estimated for April 30, 2026, with the child care center opening no later than July 1, 2026. The initial contract term runs three years from July 1, 2026, through June 30, 2029, with an option to renew for an additional three-year term from July 1, 2029, through June 30, 2032, contingent upon fiscal funding, provider performance, and College interest.

The provider must submit detailed pricing proposals including separate rate structures for Bristol students, faculty and staff, and community members, along with any licensing fees and facility fees, with all pricing effective through specified periods. Bristol students receive priority enrollment preference, followed by faculty and staff, then community members on a space-available basis. The College provides the premises rent-free and covers utilities, placing the financial burden for all supplies, equipment, staffing, and operational costs on the selected provider. Comprehensive insurance coverage of at least $1,000,000 is required, along with worker's compensation, general liability, and an umbrella policy of $5,000,000. The provider must maintain all state licensing requirements from the Massachusetts Department of Early Education and Care and comply with all applicable federal and state laws, including background checks and criminal offender record information (CORI) screening for all staff. Evaluation criteria emphasize provider experience operating child care services in Massachusetts, demonstrated commitment to quality and diversity in hiring, financial viability, "best practices" in child care delivery, and preference for providers offering subsidized or contracted slots and referral services for unmet care needs. Four exemplary professional references are required, and the selected provider must demonstrate capability in technology integration, staff training, safety protocols, and compliance with the Clery Act and Title IX.
