About this file
This is a Request for Proposal (RFP) issued by Bristol Community College, an agency of the Commonwealth of Massachusetts, for snow and ice removal services at three campus locations: Fall River, Attleboro, and New Bedford. The College seeks comprehensive snow and ice removal including plowing, salting, and sanding services across multiple parking lots, access roads, loading docks, and walkways at each location. Services must be completed before 7:00 a.m. on scheduled days during academic sessions, with the Fall River and Attleboro campuses requiring service Monday through Sunday and Saturday respectively (excluding holidays), while the New Bedford campus requires seven-day service year-round. The proposal submission deadline is 2:00 p.m. on Wednesday, September 16, 2026, with public opening and reading to follow at the Physical Plant Building. Site visits are not mandatory but preference may be given to bidders who conduct inspections; interested parties should contact Joe DeSa, Director of Buildings and Grounds, at 774-357-2522. The contract award is anticipated by Wednesday, September 23, 2026. The initial contract term covers the 2026-2027 and 2027-2028 winter seasons with the College holding the option to extend the agreement for three additional winter seasons (2028-2029, 2029-2030, and 2030-2031), contingent upon fiscal funding, provider performance, and the College's determination that continuation remains in its best interest.
Contractors must submit pricing proposals organized by snowfall increments (1"-3", 4"-6", 7"-10", 11"-14", 15"-20") and road salt application for each of the three locations using provided exhibits. All work must be performed with equipment owned by the contractor, and no subcontracting is allowed. The College reserves the right to award the contract in whole or in part to single or multiple contractors by location based on best overall value. Proposals must include company contact information, a completed Non-Collusion Statement, Tax Compliance Certification, pricing schedules for each campus, employee training program descriptions, current account references with contact information, insurance coverage details, and equipment specifications. Bidders must provide a Federal Employer ID Code and W-9 form, and proposals must be submitted electronically in PDF format to Philicia Pacheco at Philicia.Pacheco@Bristolcc.edu. All labor must comply with Massachusetts Minimum Wage Rates and applicable Health and Welfare and Pension Fund contributions under Massachusetts General Laws, Chapter 149. The College is exempt from federal and state taxes, and all prices must be quoted without tax. No faxed proposals will be accepted, and bidders are responsible for all costs incurred in preparing responses. The College retains discretion to accept the proposal deemed to be in its best interest and will not accept proposals received after the specified deadline.
