About this file

This document is a Request for Quote and Qualifications (RFQQ) issued by Lake Washington Institute of Technology (LWTech), a state agency in Washington, seeking a renewable contract for comprehensive electrical support services at its Kirkland campus. The college is soliciting proposals from an electrical contractor with demonstrated expertise in high voltage system inspection, maintenance, and emergency restoration for electrical distribution systems, transformers, and related equipment. The contract scope includes annual inspections of high voltage distribution systems, solar panel systems, electrical repair and installation services, and emergency recovery services. The contract will cover all college-owned properties, with an emphasis on comprehensive electrical system maintenance and rapid response capabilities.

The pricing structure includes time and material labor rates for different time periods (weekdays, weekends, and holidays), with specific rates for standard and overtime hours. The contractor will be expected to provide detailed pricing for an annual maintenance plan based on the specified equipment list, with the college typically spending between $6,000 and $30,000 annually on requested project work. The RFQQ requires vendors to demonstrate organizational capacity, standard response times, technical capabilities, technician training and certifications, and provide professional references, with a particular interest in contractors with experience serving Washington state educational institutions. The contract aims to establish a vendor who can provide immediate response (within two hours) to potential electrical system failures and maintain the college's high voltage electrical infrastructure.
