About this file
This document is a Questions and Responses record issued by the City of Fulton regarding a Local Waterfront Revitalization Program Consultant Services RFP. The City of Fulton issued the RFP on August 10, 2026, with questions due by August 19, 2026, and proposals due on September 16, 2026, at 2:00 p.m. The City is seeking qualified planning, waterfront planning, environmental planning, engineering, landscape architecture, GIS/mapping, resiliency planning, and community planning consultants to develop a comprehensive Local Waterfront Revitalization Program that will guide revitalization of the City's waterfront resources along the Oswego River and Lake Neatahwanta. The LWRP deliverables will identify waterfront policies, proposed projects, local implementation techniques, regulatory tools, public engagement outcomes, and management structures necessary to support long-term waterfront revitalization, resiliency, public access, natural resource protection, economic development, and local implementation. The scope of services outlined in the RFP includes support for a Waterfront Advisory Committee, preparation of a Community Outreach Plan, and a minimum of three public meetings. The City expects the selected consultant to follow all outreach requirements and DOS-approved workplan specifications while conducting meaningful updated public outreach and stakeholder engagement to reflect current conditions and priorities.
The City clarified through its responses to bidder questions that proposals must address completion of the full requested scope under the current RFP budget and that the City is not structuring this procurement as a two-phase contract dependent on future funding cycles. The project is funded through the New York State Department of State under the Local Waterfront Revitalization Program, and all work must comply with the DOS-approved workplan, DOS contract requirements, applicable state requirements, and any additional guidance provided by DOS. No incumbent has been identified, and no business enterprise has been awarded an identical or substantially similar procurement contract within the past five years. Firms may include recommended project approaches or sequencing within their proposals; however, the proposal must demonstrate how all requested deliverables will be completed within the current budget and project timeline.

City of Fulton Local Waterfront Revitalization Program Consultant Services RFP
Questions and Responses Date Issued: September 2, 2026
The City of Fulton received questions regarding the City of Fulton Local Waterfront Revitalization Program Consultant Services RFP. To maintain a fair and consistent procurement process, the questions received and the City’s responses are provided below for all interested firms.
RFP Issue Date: August 10, 2026
Questions Due: August 19, 2026
Proposal Due Date: September 16, 2026 at 2:00 p.m.
Question 1: Public Outreach and Stakeholder Engagement
The RFP requires support for the Waterfront Advisory Committee, preparation of a Community Outreach Plan, and a minimum of three public meetings. Given that the City already has a 2019 Draft LWRP that has undergone initial NYS Department of State review, could the City clarify its expectations for the extent of new public outreach and stakeholder engagement during this assignment?
Response:
The City expects the selected consultant to follow the outreach requirements outlined in the RFP and DOS-approved workplan, including support for the Waterfront Advisory Committee, preparation of a Community Outreach Plan, and a minimum of three public meetings.
The existing 2019 Draft LWRP may serve as a starting point for the project. However, the City expects meaningful updated public outreach and stakeholder engagement to reflect current conditions, priorities, project direction, and DOS requirements. The City is not expecting the consultant to restart the process entirely from the beginning, but the public outreach must be sufficient to support preparation, review, refinement, and adoption of an updated LWRP.
Question 2: Potential Two-Phase Approach
Considering the scope and complexity of the LWRP process, and the funding currently available for the project, would the City of Fulton and the NYSDOS be open to implementing the work in two phases? Phase 1 would include preparation and submission of the draft LWRP through Section 5. Phase 2 would support completion of the remaining tasks necessary to secure formal LWRP approval, including incorporating DOS comments. Phase 2 would be funded through a future NYSDOS funding cycle and/or City funding over two budget cycles.
Response:
Proposals should be based on the scope of services and available funding identified in the RFP. At this time, the City is seeking proposals to complete the work outlined in the RFP and DOS-approved workplan within the current project budget. The City is not currently structuring this procurement as a two-phase contract dependent on a future DOS funding cycle or future City funding.
Firms may include any recommended project approach or sequencing within their proposal, but the proposal should address completion of the full requested scope under the current RFP.
All other RFP requirements, deadlines, and submission instructions remain unchanged.
