Request For Information
Development of Logistics Vehicle System Replacement (LVSR) Transfer Case Sensor
NOTE: THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A REQUEST FOR
INFORMATION (RFI) ONLY. This RFI is for planning and informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the
Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this RFI or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this RFI. No contract will be awarded from this announcement. Pursuant to
Federal Acquisition Regulations (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
1.0 Background:
Program Manager (PM) Medium and Heavy Tactical Vehicle (MHTV) falls under Portfolio
Manager Logistics Combat Element Systems within Commander Marine Corps Systems
Command. PM MHTV is responsible for total life-cycle management of Logistics Vehicle
System Replacement (LVSR). Marine Corps Systems Command (MARCORSYSCOM) United
States Marine Corps (USMC) is gathering / seeking information to identify interested vendors that have the technical capability in developing LVSR Transfer Case Sensor prototype.
The Logistic Vehicle System Replacement (LVSR) is a family of heavy-duty military logistics vehicles of the United States Marine Corps (USMC) based on a common 5-axle ten-wheel drive
(10x10) chassis. The vehicles vary in individual configuration by mission requirements, with six variants in service: a cargo armored and unarmored, a wrecker armored and unarmored, and a tractor armored and unarmored. The LVSR was designed and is manufactured by Oshkosh
Defense, LLC.
PM MHTV identified a requirement to notify a LVSR operator, while vehicle is in use, when a transfer case is approaching critical temperature and allow for the operator to stop operation of the LVSR prior to transfer case failure. The Program Management Office (PMO) determined that development of transfer case solution would be appropriate in providing a predictive maintenance capability and prevent extensive damage to the transfer cases and vehicle during operation among the six variants mentioned above.
The Government does not own and will not provide a technical data package for the existing
LVSR Family-of-Vehicle (FoV) in support of this effort.
MARCORSYSCOM is seeking interested sources capable of performing the following tasks:
Provide technical capability in developing LVSR transfer case sensor using technology that may be commercially available
Provide technical capability in outlining the feasibility approach in developing LVSR transfer case sensor prototype
Provide technical capability in Testing & Optimization of the LVSR transfer case sensor prototype.
Provide technical capability in technical data and interfaces of the LVSR transfer case sensor prototype.
Provide technical capability in current USMC maintenance capabilities and resources for implementation of transfer case sensor.
Provide technical capability in sustainment documentation to include but not limited to:
provisioning, installation, fault diagnostics, and maintenance of the LVSR transfer case sensor.
The vendor shall have extensive background in the production of LVSR transfer case sensor, but not limited to:
Production operations
Integration of Engineering Change Proposals (ECPs)
Production Quality Management
1.1 Purpose:
