About this file
This document provides justification for a sole source contract award to Lutron Services Co., Inc. for hardware support and maintenance services. The Defense Information Systems Agency requires continued support for proprietary Lutron hardware and software already integrated into its infrastructure. No other products can seamlessly integrate without rewriting applications and reconfiguring system connectivity. As the original equipment manufacturer, only Lutron Services is authorized to provide upgrades, support, and warranty services to maintain continuity of operations. Market research found no authorized resellers or functional replacement support available that could meet the need. Awarding support to any other source would impact repair speed and present unacceptable risks.

Lutron Services Custom Platinum Maintenance
Once a brand-name hardware product is procured, only the product OEM or one of its authorized resellers can provide continued hardware support or maintenance, as third party support is not authorized. This particular OEM, Lutron Services Co., Inc., does not have any authorized resellers, therefore, this continued support and warranty services are only available from the
OEM.
The required hardware support or maintenance is essential to the Government’s requirement, as each OEM offers the only brand-name product support or maintenance to maintain the current infrastructure in place. Because the products are already integrated into the mission partner infrastructure, no other products can seamlessly integrate with the existing infrastructure without making changes to the baseline. Existing equipment were specifically designed to interface and operate with specific OEM products. Other hardware brands may provide similar functionality, but without rewriting the application source code and reconfiguration of system connectivity to integrate other OEMs’ solutions into existing OEM-centric environments, the competing programs would not be functional. Introducing alternative products would not meet the Government’s need for interoperability.
Existing OEM products are proprietary, and upgrades and support are available from only the existing OEM or its authorized resellers. If the currently installed hardware support or maintenance is not procured, the hardware would not receive the necessary updates, upgrades, and patches upon which the Government depends to provide continuity of operations. OEMs for applicable hardware support or maintenance do not authorize any third party hardware modifications or patches to their equipment. Existing product OEMs own the copyrighted equipment, with all legal rights, privileges, and ownership contained therein. No other source may legally modify or change the hardware, nor would they have access to the equipment schematics or source code to do so, because copyright and patent laws protect it.

6. Market Research:
Market research for the above-mentioned products was conducted in April 2023 by the Program Management Office DISA team. They conducted online market research for pricing associated support for the proprietary software and hardware utilizing General Services Administration (GSA) and National Aeronautics and Space Administration (NASA) Solutions for Enterprise-wide Procurement (SEWP). The support is not widely available via open market. The team also conducted market research via NASA SEWP market research and product look up tools, confirming that there are no authorized resellers of Lutron Services under NASA SEWP.
Based on current market research, dated in April 2023, it has been determined that only the aforementioned company can fully support the Government’s need. No competitor or functional replacement support is in the market at this time that can meet the Government's need. Using other than Lutron Support Services would impact operational repair speed and present unacceptable risks. The Government will continue to conduct market research to determine if there are changes in the marketplace, such as the approval of authorized resellers, that would
