About this file

This document is a Notice of Contract Action for a sole source acquisition of Local Telecommunication Services by the United States Air Force Test Center (AFTC) at Edwards AFB, CA. The AFTC intends to award a firm-fixed price contract to AT&T, the incumbent provider, to maintain continuity and interoperability with the existing infrastructure. The sole source justification is based on the need for continued development and production of a highly specialized service. AT&T currently provides commercial services, including the 911 system, across the entire Edwards AFB and is the only vendor deemed technically acceptable to meet the government's requirements. The contract award date is to be determined. Interested parties are invited to submit questions and feedback by August 8, 2024. The government will consider all responses received within 3 days of the notice publication but reserves the right to proceed with the sole source award to AT&T.

Notice Type: Notice of Contract Action – LTS Follow On Justification, Statutory Authority: FAR 13.501(a) – 41 USC 1901- Only one responsible source and no other supplies or services will satisfy agency requirements.

Contract Award Date: TBD

Contract Award Number: TBD

Synopsis:

This is a Sole Source synopsis published for informational purposes only.

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIOA), Edwards AFB, CA intends to issue a sole source contract to AT&T for their Local Telecommunication Service requirement. The contract will be executed by means of other than full and open competition, due to the need to maintain commonality, interoperability and compatibility with the current infrastructure located at Edwards AFB.

The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-

(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or

(B) Unacceptable delays in fulfilling the agency's requirements.

AT&T currently provides our local commercial services for the entire Edwards Air Force Base and operates the 911 system. A follow-on contract is required for continued services. AT&T has been migrating commercial clients over to Ip Flex (Ip Based PRI’s) for the last 15 years. The original date to remove the Legacy network was 2020 but has been extended to allow for USAF bases to migrate services.

Migrating this inventory of 10 PRIs internally in AT&T database, will take 5-6 months and interim contract is needed for them to perform the services. Identified 911 is AT&T owned and will not interpenetrate with another service and bringing in another service will be cost prohibitive. At this time the vendor does not have any authorized resellers or companies that can meet the requirement's needs.

Due to these factors, no other brand source can be found and selecting different brands for this specific requirement will cost the government both money and lost time. AT&T is the sole vendor considered technically acceptable to meet the government requirement, as they are the sole provider of this item. As a result of this market research, it is in the best interest of the government to move forward with a sole source acquisition to AT&T in order to fulfill the needs of this requirement.
