About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document).
The contracting activity is AFLCMC/PZITB, Information Technology, located at Wright-Patterson Air Force Base, Ohio. The justification supports a six-month extension of Local Telecommunications Services (LTS) under existing contract FA8604-21-C-B028 with CenturyLink Communications, LLC (DBA: Lumen). The extension is justified under 10 U.S.C. 3204(a)(2) for unusual and compelling urgency, as the current contractor is the only responsible source capable of providing continuous service without an unacceptable lapse in critical communications. A service interruption would prevent users at Wright-Patterson Air Force Base from completing phone calls to recipients outside the base. The required services include local exchange access services, analog and digital access transport areas, interconnect functions, transmission facilities, equipment, materials, maintenance, test equipment, and design layout to support local access and transport services at the demarcation point, including operator assistance, emergency services, circuit/trunk maintenance to the Demarcation Point (DMARC), and 911/E911 database maintenance. The extension will continue at rates established in the last option year, with the maximum service value and appropriation for Fiscal Year funding redacted in the document. The justification indicates that while the follow-on contract will be available for full and open competition with multiple VOIP service providers, this bridge extension is necessary to provide adequate transition time between the current analog system and the updated digital VOIP system.
