About this file

This is a Proposed Services Response Form for the State of Maine's Department of Health and Human Services (DHHS) Long-term Resource Support Services (LTRSS) contract opportunity (RFP# 202607123). The RFP seeks a provider to supply long-term staffing and recruitment services across multiple resource categories listed in Appendix G, with services including recruitment, screening, interviewing, payroll processing, and ongoing resource management. Bidders must respond to the form by detailing their methods, resources, and processes for identifying and placing qualified candidates to meet departmental needs. The standard recruitment turnaround time is ten business days for presenting viable candidates meeting or exceeding specifications, with the Department reserving the right to cancel requests at any time. Resources are expected to work a standard forty-hour work week, Monday through Friday, 8 a.m. to 5 p.m. ET, though alternate schedules may be required for psychiatric hospitals or emergency situations. The contract encompasses comprehensive pre-engagement, engagement, and termination requirements, including background checks, license verification, payroll administration, compliance with MaineIT policies, and disciplinary action protocols.

Pricing is structured around a Resource Hourly Rate multiplied by a category-specific Mark-up Rate to determine the Billable Rate, with final Mark-up Rates serving as maximums that may be negotiated lower on individual Delivery Orders. Providers must ensure employees receive minimum benefits including health insurance meeting 60 percent of medical service costs and dental coverage at 95 percent of preventive costs, plus ten paid time off days annually and thirteen state holidays. The Mark-up Rate for employee resources must account for employment taxes, workers' compensation, operational costs, supervision, and profit margin, while independent contractor Mark-up Rates cover applicable taxes and operational costs. Conversion fees, applicable only to Provider-Identified Resources, are capped at ten percent of the Billable Rate based on the first six months of engagement. If a replacement resource is not identified within thirty calendar days of termination or resignation, the provider faces a 20 percent penalty on the Billable Rate for each scheduled working day exceeding the thirty-day window, though the Department may waive this penalty at its discretion.
