Dear Sir or Madam:
SUBJECT: FACE COVERING UPDATE
Since April 20, 2020 all individuals working at all DOD installations have been required to wear a face covering. Based on Navy requirements bandana style face covering are prohibited where DOD guidance requires cloth face coverings. Face covering styles approved to be worn on PSNS&IMF will be changing effect on November 30 2020.
Face covering must meet the following requirements.
Sewn cloth face coverings with at least two layers. ties, straps, or loops that go around your head or behind your ears (included multilayer disposable medical/surgical mask);
Cloth neck gaiters/balaclava (made of at least two layers of cloth); and Filtering face piece masks.
Note: Based on recent guidance from CNO via NAVADMIN message, bandana face coverings are prohibited where DON/DOD guidance require cloth face coverings. Bandanas CAN BE WORN over an approved face covering as an added layer of protection or for comfort purposed; if worn, personal may be asked to lower the bandana to verify compliance with PSNS & IMF face covering policy.
In addition they must meet the following criteria When made of cloth, has at least TWO LAYERS OF FABRIC and the combined layers are thick enough that light cannot easily shine through. This applies to all sewn cloth face coverings and cloth neck gaiters. It is acceptable to create a two-layer gaiter/balaclava by wearing two single-layer gaiters/balaclavas together. A single layer neck gaiter/balaclava maybe worn together with a two-layer face covering.
SINGLE LAYER sewn cloth face coverings and neck gaiters/balaclavas worn as a single layer ARE NOT APPROVED, INCLUDING those made of STRETCH FABRICS SUCH AS SPANDEX OR SIMILAR materials.
COMPLETELY COVERS the nose, mouth, and chin.
Is secured in place and fits snugly but comfortably against the face with MINIMAL
GAPS
ALLOWS FOR BREATHING without restriction If reusable, can be laundered and dried WITHOUT DAMAGE or change to shape Has NO EXHALATION VALVE OR the exhaust side of any exhalation valve (or hole, if valve removed) is completely covered with two layers of fabric.

Below is a reminder of the Covid-19 Safety Requirements and Violations.
PSNS&IMF CIA Covid-19 Safety Requirements as follows:
Face coverings on all DOD property that meet the face covering requirements.
Temperature checks at each entrance.
Social distancing of six feet to the maximum extent practicable.
Cleaning and disinfecting work sites and office workstations daily.
Engineering controls, such as barriers and containments, are implemented were necessary.
Administrate controls such as spreading the workforce over multiple shifts and utilizing telework to the maximum extent practicable. In addition, briefings emphasizing the continued used of the controls in place.
Casualty Response are established for emergency operations to respond to suspect of positive COVID-19 cases in effect to minimize the spread of the virus.
Inspection teams to enforce the COVID-19 controls, which include daily surveillance f work sire. Immediate corrective actions may be required if controls are not followed.
Violations of the Covid-19 Safety Requirements can be reported to the Covid-19 protective triad hotline at (360) 476-2199.
Violations of Covid-19 Safety Requirements by contractors will be as follows, First violation. Personal will receive verbal warning for the first violation, and the sponsor and employer will be notified.
Repeat violation. Upon a repeat violation, the sponsor and employer will be notified. CIA access for the individual who committed the infraction will be suspended for 48 hours.
Further repeats may result in an individual’s loss of access to the CIA or other PSNS & IMF facilities.
Multiple Violations. Multiple violations from the same organization or activity may results in a stop work order and removal of CIA access until the organization or activity has provided a plan to correct the violation.
