About this file

This is a Sole Source Rationale document for a federal contract procurement of ARIN (American Registry for Internet Numbers) annual subscription services.

The Defense Information System Agency (DISA) PEO Transport IE26, located in Columbus, Ohio, is the requiring agency, with the contracting activity being DISA/Defense Information Technology Contracting Organization (DITCO)/PS8322 at Scott Air Force Base, Illinois. The procurement is titled "ARIN Subscriptions" and covers the period of April 30, 2026 through April 29, 2027, with Fiscal Year 2026 Operations and Maintenance funds provided through a Military Interdepartmental Purchase Request. The estimated contract value and funding document number are redacted. The regulatory authority cited is the Revolutionary Federal Acquisition Regulation (FAR) Overhaul RFO Part 12 and RFO Part 6.103-1(d). The procurement seeks to procure subscriptions for legacy Internet Protocol (IPv4) number assignments and IPv6 number assignments and allocations in support of DISA IE26. The requirement is classified under North American Industrial Classification System code 519290, Web Search Portals and All Other Information Services.

The rationale establishes that ARIN is the sole source provider because it is the Regional Internet Registry (RIR) charged with managing Internet numbering resources for North America, portions of the Caribbean, and Canada, operating as a nonprofit 501(c)(6) organization. Market research conducted in accordance with FAR Part 10 confirmed that ARIN is the exclusive supplier of Autonomous System Numbers (ASN), IP addresses, and related services, with no competing services available. Since 2005, DISA IE26 has relied on ARIN under the Legacy Registration Service Agreement (LRSA), incorporated into existing contract HC102825P0049 expiring April 29, 2026. Failure to procure these services would result in mission failure for DISA and Department of Defense networks due to inability to route traffic across .MIL, .SMIL, and .SGOV domains. DITCO has awarded ARIN annual services since 2019 with no competing alternatives identified through market research conducted between December 2025 and April 2026.

AMERICAN REGISTRY FOR INTERNET NUMBERS (ARIN) Annual Fee

Page 2 of 3 Pages

Classification System code is 519290, Web Search Portals and All Other Information Services.

Since 2005, the DISA IE26 team has been the sole authorizing authority and provides management and registration service for the .mil IP address space and Autonomous System Numbers (ASN). ARIN is the sole provider of these IP number resources to the Department of War (DoW) by policies of the global internet. DISA must abide by caveats established with ARIN as defined in the Registration Services Agreement that now include an annual fee for the continued use of the legacy IPv4 Internet number resources. All traditional market research methods are not applicable to this annual payment.

ARIN is the Regional Internet Registry (RIR) charged with managing the Internet numbering resources for North America, a portion of the Caribbean, and Canada.

There are currently four other RIRs worldwide that service other areas of the globe.

ARIN is a nonprofit, 501 (c) 6 organization whose mission statement is "Applying the principles of stewardship, ARIN, a nonprofit corporation, allocates Internet Protocol resources; develops consensus-based policies; and facilitates the advancement of the Internet through information and education outreach." ARIN organization shall provide Internet numbers to include ASNs, IPv4 and IPv6 services in support of the DoW in accordance with the Legacy Registration Service Agreement (LRSA), which was negotiated with ARIN and incorporated into the current contract HC102825P0049 which expires on April 29, 2026.

The requirement for ARIN registration service is an annually recurring fee. There are no competing services. The requirement is included in the existing ARIN Registration Service Agreement in support of the DoW signed by both parties.

Failure to procure registration service from ARIN from will result in the inability to route network traffic across the .MIL, .SMIL, and .SGOV domains resulting in mission failure of the DISA and Department of Defense Networks.

5. Proposed Sole Source Contractor: ARIN

6. Market Research: In accordance with FAR Part 10, market research was conducted for this acquisition by DISA IE26. Market research involved determining the possible sources for this acquisition. Through a review of the policy documents of the Internet Corporation for Assigned Names and Numbers (ICANN) and the Internet Assigned Numbers Authority (IANA), it was confirmed that the ARIN is the sole source supplier of the ASN, IP, and ISP. ARIN is the RIR charged with managing the Internet numbering resources for North America, a portion of the Caribbean, and Canada.

In April 2026, additional market research was conducted by the contract specialist by reviewing previous contract history for ARIN annual services. Since 2019, DITCO has awarded these ARIN annual services for DISA as there are no competing services.
