About this file
This document is a budget spreadsheet template with instructions for the Landscape Scale Restoration Grant Program 2025 Northeast and Midwest. The grant opportunity, solicitation number USDA-FS-2025-LSR-NORTHEAST-MIDWEST, is funded by the USDA Forest Service under the Cooperative Forestry Assistance program (CFDA 10.664).
The budget spreadsheet provides guidance on completing the required SF-424A form, including instructions for justifying costs in each budget category such as personnel, fringe benefits, travel, equipment, supplies, contractual, and indirect costs. Applicants must submit a draft narrative and budget to the relevant State Forester(s) by September 27. The grant supports collaborative, science-based restoration projects across 20 Northeast and Midwest states, and cross-regional projects are allowed. Funding is available for state governments, non-profits, tribes, higher education institutions, and local governments to implement high-impact projects that leverage public and private resources.

Instructions
Instructions for filling out the LSR Budget Spreadsheet:
Fill out the worksheet before you complete the SF-424A. Transfer the numbers needed from this worksheet to the SF-424A to ensure they match.
Row 1. Project Title: Ensure this matches the title on your Project Narrative Form, title in Box 12 of the SF-424, and Box 1 (a) of the SF-424A.
Row 2. Project Applicant and Partners: Type the name of the project applicant in cell C1. Type the name of each other financial partner (e.g., other organizations contibuting match) for the project in the other columns of row 1.
If there are no financial partners, you may delete columns D, E, F, and G.
If there are more than four financial partners, insert columns between column G and the Total column.
Funds Requested and Non-Federal Match:
In column B, provide a brief description to justify each cost proposed for each relevant budget category:
Personnel: Provide justification for personnel expenses and list each position by title.
Fringe Benefits: Fringe benefits should be based on actual known costs or an established formula. Fringe benefits are for the personnel listed in budget category (A) and only for the percentage of time devoted to the project.
Travel: Provide a description of the travel expenses and purpose of travel relevant to the project.
Equipment: List non-expendable items with single item value of $10,000 or greater to be purchased. Applicants should analyze the cost benefits of purchasing versus leasing equipment, especially high-cost items and those subject to rapid technical advances. List rented or leased equipment costs in the “Contractual” category.
Supplies: Provide detailed information about expenses for supplies for the project. Supplies with a value of $10,000 or greater are treated as if the supplies are equipment.
Contractual: Describe the product or services to be paid by consultant, contractual, or as a lease/rental.
Note: While construction is listed in the SF-424A, construction is not allowed for this Request for Applications. See the FAQ document for additional information on activities that constitute construction.
Other
Indirect Costs: Indirect costs must be tied to an established rate. Waived indirect costs are an acceptable source of match. Note: An anticipated change to Title 2 of the Code of Federal Regulations §200, that will take effect on October 1, 2024, includes an increase in the de minimis indirect cost rate from 10% to 15% of Modified Total Direct Costs.
Recipients must utilize either their approved overhead rate or the standard deminimus rate for budget calculations.
Note For Match: Funds qualifying as “match” must meet the same program requirements as grant funds (e.g., program authorities, non-Federal sources). Other “non-match” leveraged funds do not need to meet the same standards (e.g., may include funds for construction, funds from other Federal partners). Partnership with other USDA Forest Service programs outside of State and Private Forestry, as well as other Federal and State programs, is encouraged.
Totals: The "totals" row and column will add automatically.
Additional Leverage: Provide an explanation if you have a partner contributing funds to cover construction or other federally unallowable portions of your project.
Program Income: The gross revenue generated by the grant during the life of the grant. Program income can be earned from fees charged for conference or workshop attendance, from rental fees earned from renting out real property or equipment acquired with grant funds, or from the sale of commodities or items developed under the grant. Program income is ordinarily deducted from total allowable costs to determine the net Federal funding, but with prior approval, may be used as match (i.e., instead of selling wood products, the products are used on site for the project) or may be added to the funds for the grant (must be used for purpose of the grant).

* Equipment = According to anticipated changes that will take effect October 1, 2024, equipment is now defined as having a single unit value of $10,000 or greater with a useful life of more than 1 year. Itemize equipment and cost per unit. Include items under $10,000 in the "Supplies" category. Equipment purchased with Federal funds requires tracking and reporting that may extend well beyond the life of the grant.
Read the "Instructions" worksheet first. Fill out this worksheet first, then transfer the numbers from here to the SF-424A.
