Medium Landing Ship (LSM) Request for Information (RFI) Enclosure (1) – DRAFT LSM Detail Design and Construction (DD&C) Statement of Work (SOW) Enclosure (2) – DRAFT LSM System Specification (Attachment J-1)

As part of this Request for Information (RFI) Naval Sea Systems Command (NAVSEA) is seeking to understand industrial sources interested in the Detail Design and Construction (DD&C) of the Medium Landing Ship (LSM). Eligible sources to receive the enclosures must be a U.S. shipyard capable of building the LSM and/or a U.S. design agent/engineering firm.

To receive the Enclosures to this RFI, qualifying companies must send an e-mail to samantha.d.rye.civ@us.navy.mil and christopher.s.russell34.civ@us.navy.mil with your company’s Unique Entity ID from SAM.Gov and an e-mail address of whom within your company will receive the enclosures from DoD safe (https://safe.apps.mil/).

Please note no other J-Attachments or CDRLs referenced in the above Enclosures will be provided.

To satisfy the requirements of this RFI, the Navy is asking the following tasks to be performed:

1. Review the DRAFT Statement of Work (SOW) and submit:

a. Areas and language that need clarification

b. Contract Data Requirements List (CDRLs) items that are missing that are seen as critical to the ship design

c. Areas of the SOW that increase cost or schedule

d. Recommendations for additional language to be included in the SOW

2. Review the Draft Circular of Requirements (CoR) and submit:

a. Requirements that need further explanation in the CoR

b. Requirements that need clarification in the CoR

3. Provide a response to the following questions:

a. Are you a shipyard or a design agent/engineering firm? If design agent/engineering firm, which shipyard(s) are you working with or do you plan to work with to submit a proposal for the DD&C Request for Proposal (RFP)?

b. Are you a small business?

i. Are there small businesses with which you envision subcontracting with to meet small business goals?

c. Do you currently have a design that can be further matured in detail design to meet the requirements of Enclosure (2), or would detail design be the first opportunity to design a ship to meet the LSM requirements?

i. If you currently have a design,

1. What is the level of maturity of the design? (i.e. is it a conceptual level design, been through preliminary design, been through detail design, been through contract design, been constructed, or is in operation)

2. Is your LSM design derived from a parent design? If so, what level of maturity is the parent design?

ii. If you do not currently have a design,

1. Is there a parent design that you can leverage as a starting point for detail design? What is the level of maturity of the parent design?

2. Explain your ability to begin a design at the detail design phase

d. How long is your expected detail design phase? Will you propose a Production Readiness Review (PRR) prior to detail design being 100% complete, and if so, at what percent complete do you envision requesting PRR?

e. Explain your experience with designing beaching vessels

f. Describe DD&C facilities planned for use and explain their capability to successfully accomplish construction of the LSM

g. What is the maximum number of ships that can be in production in your shipyard simultaneously?

i. What is the optimal number of ships awarded per year for your shipyard to enable the maximum learning curve and optimal use of resources and facilities?

ii. Do you have the resources and production capacity available to be awarded four (4) ships per fiscal year?

1. If so, how can your shipyard support production of 4 hulls per year?

2. If not, what is the maximum number of ships that can begin production each year?

3. If not, are there investment or shipyard improvements that can be done to enable increasing production capacity to 4 hulls per year?

h. What is the estimated duration from Start of Construction (SOC) to Delivery for your LSM design? Does this duration decrease with subsequent hulls, and if so, what is the shortest duration estimated for construction and by what ship number will that shortest duration be reached?
