About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs for the VA Pittsburgh Healthcare System. The procurement involves purchasing the SUN NUCLEAR SRS MapCHECK System, a proprietary quality assurance equipment used for Stereotactic Radiosurgery (SRS) and Stereotactic Body Radiation Therapy (SBRT). The justification emphasizes that the SUN NUCLEAR system is the only compatible solution with the VA's existing IT ecosystem, ensuring highest safety and clinical efficiency. The estimated procurement value is redacted, and the document notes that no other quality assurance system can be used due to proprietary integration and potential risks of introducing alternative vendors' equipment.
The document was prepared by the VA Network/Program Contracting Office 04, located in Pittsburgh, PA, and is signed by Contracting Officer Keri Hester with a digital signature dated 2025.05.30. The single source justification follows Federal Acquisition Regulation (FAR) 13.106-1 guidelines for procurements over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT) of $250,000. The justification indicates that market research was completed based on brand limitations, and the Original Equipment Manufacturer (OEM) is considered a large business concern with no known Federal Supply Schedules for these specific items.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The SUN NUCLEAR SRS MapCHECK System is a proprietary software development that is used when quality assuring SRS (Stereotactic Radiosurgery)/SBRT (Stereotactic Body Radiation Therapy). In the Journal of Radiosurgery & SBRT 7.4, p. 295-307, Lee and Kim found the following:
“SRS and SBRT are fundamentally different from conventional radiotherapy because of higher frational dose which makes a biological effect to cancer cells
VAPHS currently uses other SUN NUCLEAR quality assurance products. SUN NUCLEAR hardware is proprietary and only directly integrate with SUN NUCLEAR software, making it the only brand that will ensure the highest safety and success rates for the patients while maintain a high degree of clinical efficiency. Incorporating a non-SUN NUCLEAR quality assurance system would introduce inconcsistences in data formats and analysis methods risking delays or errors in treatment verification – especially in high-dose SRS/SBRT treatments where precision is paramount.
Considering that SUN NUCLEAR products are already incorporated and compatible with the VA IT ecosystem, the introduction of a different vendor’s quality assurance system would require additional software platforms, retraining of clinical staff, and additional IT resources for maintence and cybersecurity vetting.
4. Description of market research conducted and results or statement why it was not conducted: Market research was completed based uponth ebrand name limitation. In the future, if another brand would be acceptable, the Government would seek sources to the fullest extent practicable. As of now, based upon the market
