About this file
This is a Sole Source Justification (J&A Number 26-0303) issued by the Department of the Navy's Naval Air Warfare Center Weapons Division for a firm-fixed-price order of specialized Ansys Digital Engineering software licenses and maintenance.
The procurement will acquire four specific Ansys software products: Twin Builder Enterprise (Qty 1), ModelCenter Enterprise (Qty 3), ModelCenter MBSE Connector: MagicDraw (Qty 3), and STK Enterprise (Qty 1), each with perpetual licenses and 12-month maintenance included. The requirement will be issued exclusively to NASA Solutions for Enterprise-Wide Procurement (SEWP) V Government Wide Acquisition Contract (GWAC) holders. The software suite enables systems engineers to bridge between Cameo Systems Modeler and high-fidelity physics simulations, creating an integrated digital engineering ecosystem for mission-critical modeling, automated simulation workflows, multi-disciplinary design optimization, and predictive digital twins using proprietary Reduced Order Modeling (ROM) technology. The justification cites GSAR 538.7104-3(b)(1)(ii) as authority for the sole source award, asserting that only Ansys possesses the unique qualifications to natively bridge descriptive CysML architectures with high-fidelity physics through its proprietary ModelCenter orchestration engine and ROM technology. The determination emphasizes compatibility and interoperability with existing systems, including direct bi-directional interfaces with Cameo and integration with Integrated Product Data Environments (IPDE), and notes that competitors can only approximate these requirements through simplified, lower-fidelity mathematical models. The government acknowledges that future acquisition planning will consider approaches to reduce single-source dependency while preserving mission continuity and operational reliability.

Text version
J&A Number: 26-0303
Government will conduct market research to assess whether alternatives can meet mission requirements without unacceptable transition risk. To the extent practicable, future acquisition planning will consider approaches that reduce dependency on a single original equipment manufacturer while preserving mission continuity and operational reliability
Support for the Government's Mission:
This procurement provides a mission-critical Digital Engineering ecosystem. By linking Cameo Systems Modeler directly to high-fidelity simulations via an automated digital thread, this suite enables the government to conduct real-time requirements verification and complex 4D mission analysis. This capability directly supports the warfighter by accelerating acquisition timelines, ensuring decision superiority through high-fidelity "what-if" combat scenarios, and increasing asset readiness via predictive digital twins all while maintaining interoperability with major defense contractors and operating within approved government networks.
The Contracting Officer will determine price reasonableness in accordance with the applicable ordering procedures and the contract vehicle used for award. The determination to limit sources is based on compatibility, integration, and mission requirements associated with expansion of the existing Ansys Systems environment, and not solely on price considerations
