About this file

This document is a Single Source Justification form for a medical equipment procurement by the Department of Veterans Affairs (VA). The VA's LTC Charles S. Kettles Medical Center in Ann Arbor, Michigan requires a Phillips X8-2t Transducer, a specialized transesophageal echocardiogram (TEE) probe used for cardiac imaging. The procurement is limited to Philips products due to the medical center's existing EPIQ 7 Ultrasound Systems, which only accept Philips manufactured probes. Market research revealed the transducers can be procured through at least two small businesses (including a Service-Disabled Veteran-Owned Small Business), which will allow the Philips warranty and service rights to transfer to the U.S. Government. The estimated procurement amount was redacted, and the document is set to be effective on 11/15/2024, with the Contracting Officer Shelton Beasley certifying the justification.

1. Contracting Activity: Department of Veterans Affairs, VISN 10, LTC Charles S.

Kettles VA Medical Center (AAVAMC)A– 2215 Fuller Rd, Ann Arbor, MI 48105;

Network Contracting Office (NCO) 10 – 2780 Airport Dr, Suite 340, Columbus, OH 43219. The relevant 2237# is – 506-26-1-118-0001

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Phillips X8-2t Transducer is a transesophageal transducer/transesophageal echocardiogram (TEE) probe used to provide high-resolution images of the heart and surrounding body structures. The Philips X8-2t probe is a TEE probe designed for cardiac imaging. TEE’s are used to assess the structure and function of the heart. The probe is inserted into the esophagus to get a clear view of the heart, unobstructed by the lungs and ribs to provide a clear and detailed view for accurate diagnosis and treatment planning. The estimated amount for the procurement is $X.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The LTC Charles S. Kettles VAMC – Cardiology Service currently uses Philips EPIQ 7 Ultrasound Systems (US). The EPIQ series is designed for use with Philips manufactured probes only. Because the EPIQ 7 US only accepts Philips manufactured probes, the X8-2t probe must be utilized when conducting cardiac specific cases. The Philips X8-2t salient characteristics also include a transducer that utilizes a proprietary aperture along with xMatrix and PureWave technology with a 90-degree field of view in the 8-2 MHz frequency range.

4. Description of market research conducted and results or statement why it was not conducted:

A search of MEDPDB showed that the requested item was available via ECAT, however upon searching the ECAT website it was determined that the item is no longer available via that avenue. There are no FSS or SAC NX contracts available for utilization for the requested item. Further research was conducted and it was determined that the transducers can be procured through at least two small businesses (one is an SDVOSB) as authorized federal resellers of Philips products and services.
