(2) Description of Action: This contracting activity intends to award a sole source firm fixed price task order to Verizon Connect (Network Fleet) to procure subscription services for previously installed VISN 2 government vehicle GPS Units.

(3) Description of Supplies or Services:

The VISN 2 Medical Centers identified above require continued use of GPS Telematics to maximize efficiency within fleet management. Access to this service is available via subscription which will allow management to monitor government vehicles as each government vehicle is currently equipped with a GPS tracking device, Verizon Model 5200 and 5500. This service also provides roadside assistance and diagnostics for each vehicle.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:

FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.

FAR 8.405-6(b): Items peculiar to one manufacturer:

A patent, copyright or proprietary data limits competition. The proprietary data is:

These are “direct replacements” parts/components for existing equipment.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.

In FY 15 the hardware from Network Fleet was installed on all of the vehicles in the VISN 2 Fleet. A one year subscription providing this service was procured along with the hardware. Following completion of that year, each site has been procuring subscription services to maintain the functionality of the existing GPS units. The existing hardware operates on software that is only available from Verizon Connect.

Another providers software would not be able to function with the existing hardware.

The intent of this contract is to provide all necessary vendor services required to continue utilizing Verizon (Network Fleet) for Global Positioning System (GPS) units installed in vehicles. Monthly service includes diagnostic alerts, roadside assistance for each vehicle. Verizon owns Network Fleet, from whom the GPS units were procured.

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:

The required services are available on the current GSA Federal Supply Schedule (FSS) contract, GS-07F- 5559R, and all its associated terms, conditions and negotiated pricing. This pricing has been determined to be fair and reasonable. Since the inception of the contract for FY21 the price has decreased by approximately 13% from when it was implemented. In accordance with FAR 8.405-4, further discounts will be sought. The current requirement is for continued use of the required software which is only

To obtain a similar service from a source other than Verizon Connect would require significant duplication of cost as new hardware would need to be procured and installed.

All of this combined make awarding to Verizon Connect NWF Inc, the OEM, the best value to the government.

(6) Describe the Market Research Conducted :

On 06/04/2020 a VIP search was conducted using NAICS code 334511 and keywords, “ GPS Telematics” which yielded zero results.

On 06/04/2020 a search was conducted on SBA’s website using NAICS code 334511 and keywords, “ GPS Telematics” which yielded zero results.

A search of GSA revealed only VERIZON CONNECT NWF INC. Contract GS-07F-5559R.

A Notice of Intent to Sole Source 36C24219Q0906 was posted on FBO.gov July 10, 2019 to July 17, 2019 which resulted in no responses by the previous Contracting Officer.

A sole source verification memo from Verizon Connect NWF was received.

This procurement has been located on GSA eBuy on the FSS schedule contract #GS-07F-5559R, category 426 4Q/ 84 500 and SIN 84 and all its associated terms, conditions and negotiated pricing. This same service had been previously procured from Verizon Connect under 36C24220F0007 on October 01, 2020.

(7) Any Other Facts Supporting the Justification: This is a mandatory requirement for all VA facilities. This is outlined in VA HANDBOOK 0637 and certified by the direction of the Secretary of Veterans Affairs.

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
