• Nature of the acquisition and proposed unique qualifications. The current Contract employees possess the required security requirement. The issuance of a new order without competition is the only option available to the U.S.

Government that meets the present requirement without an unacceptable and unnecessary degradation of essential support of dental services critical to patients and their family members. No source other than Team Placement is capable of meeting the Government's requirement for having a Dental Hygienist in place by October It is necessary that Dental be provided without any interruption to satisfy mission requirements and provide for the health and well-being of patients and their families.

An interruption in service due to expiration of the order would the department's the essential requirement and may result in an inability to perform the mission and require that the protocols and patients be deferred until a later time. It is vital that this service be provided without interruption. If interim service is acquired competitively, it would take approximately 120 days or more to get a full and open competed in place. The delay and interruption to this vital and critical service is unacceptable to the NIH mission.

5. Determination by the ordering activity Contracting Officer that the represents the best value consistent with FAR 8.404(d).

The proposed Bridge Order of three months will have prices that will remain the same as the expired A/ Call Order prices, as agreed upon by both parties.

6. Description of the market research conducted among schedule holders and the results, or a statement of the reasons market research was not conducted.

Market research was not conducted. The follow-on requirement was competed in May for all interested offerors to submit quotations. NIH is currently evaluating all thirteen quotations and anticipates making multiple As before December 31,

7. Any other facts supporting the justification.

Management: The current contractor employs qualified and experienced Dental Hygienists who have worked for the company during the entire performance of contract services and are very familiar with the department's requirements.

Security: New contract employees would be required to register their vehicles, apply for the ID Badge a mandatory NIH security requirement, and receive clearance for all ADP/IT work, which would be an additional delay of to 60 days.

Furthermore, contract employees are required to attend NIH specific and orientation training to familiarize them with hospital policies and procedures, such as health and safety and any other pre-work requirements by the department.

The current Contractors have already completed this requirement. Requiring new Contractors to complete this training would result in further delays and unacceptable risks to the hospital's protocols and the patients.
