About this file

This Limited Sources Justification document details a Department of Veterans Affairs (VA) acquisition for security system upgrades and installation for multiple VA facilities. The one-time service, valued at $259,098.59 and to be completed within 12 months, will be awarded to Johnson Controls, Inc. under GSA Contract GS-07F-190CA. The project covers security system work at Green Bay, Appleton, Cleveland, Union Grove Out-Patient Clinics, Community Referral Resource Center, Honey Creek Corporate Building, and the Milwaukee VA Medical Center.

The VA is justifying a sole-source award to Johnson Controls because the existing security network is already maintained by them using a proprietary P-2000 system, and they are the original equipment manufacturer. Market research was conducted using the Small Business Administration's Dynamic Small Business site and Contract Opportunities, but no small businesses were identified, and no responses were received to the intent to sole source. The contracting officer certified that Johnson Controls' GSA schedule pricing has been previously determined to be fair and reasonable, and the government will continue to conduct market research at each option exercise to ensure continued best value.

(3) Description of Supplies or Services:

This is a new one-time service to be completed in 12 months, the estimated value of the proposed action is $259,098.59. The contractor shall provide management, supervision, labor, equipment, supplies, and installation. All work for the building security systems will include Green Bay, Appleton, Cleveland, Union Grove Out-Patient Clinics; Community Referral Resource Center (CRRC), leased by the VA; Honey Creek Corporate Building leased by the VA and the Veteran Affairs Milwaukee Medical Center. All expansion projects must have required certifications for the security systems components (duress alarms, duress buttons, cameras, card readers, and workstations) and OSHA requirements.

(4) Identify the Authority and Supporting Rationale:

FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The entire security network is currently maintained by Johnson Controls under the current service contract 36C25223P0440 that provides maintenance, replacement and emergency work orders of the building security systems. All systems are integrated into P-2000 to act as one complete common platform. The P-2000 system is proprietary to Johnson Controls (JCI), the Original Equipment Manufacturer (OEM). JCI is the only source for the required parts and maintenance services. The current service contract covers all maintenance on the security https://www.acquisition.gov/far/part-8#FAR_8_405_6 http://uscode.house.gov/browse.xhtml;jsessionid=114A3287C7B3359E597506A31FC855B3 https://www.gpo.gov/fdsys/pkg/USCODE-2011-title40/pdf/USCODE-2011-title40-subtitleI-chap5-subchapI-sec501.pdf https://www.acquisition.gov/far/part-8#FAR_8_405_6

Due to the complexity level and licenses that were purchased to include ongoing maintenance and warranties, the security network’s integrity would be compromised if other products were incorporated or installed on all upgrades and emergency replacements.

(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination: Per FAR Part 8.404, Johnson Controls GSA schedule for products and labor for maintaining security systems are in accordance with their GSA contract, GS-07F-190CA and has already been determined to be fair and reasonable.

(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted. A search was conducted under the Small Business Administrations Dynamic Small Business site utilizing the NAICS code and seven different key words to verify if the VA Rule of Two could be met, however no small businesses were located. The Interagency Contract Directory was searched with no results. An intent to sole source (36C25225Q0672) was posted to Contract Opportunities from 8/16/2025-8/21/2025 however, upon expiration of the notice, no responses were received.

(7) Any Other Facts Supporting the Justification: None

(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: The government will continue to conduct market research at the time each option is exercised to ensure that it is still in the best interest of the government to do so.

(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, is accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
