Limited Source Justification

This is a Limited Source Justification pursuant to FAR 8.405-6, Limiting Sources.
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
1. Agency and contracting activity.

2. Nature and description of action being approved.
The purpose of this LSJ is to extend the period of performance and increase the value of Order SECHQ117A0008/0001 with Ascella Technologies, Inc. (Ascella), for National Examinations Support Services (NESS).
This action extends performance for a 10-month period on a limited source basis.
3. Description of the services required to meet the needs of the SEC and the estimated value.
This Order provides various support activities to include computer science, data cleansing, database creation, financial engineering, asset confirmation and reconciliation, research, and program and project support. These services are critical to achieving the Division of Examinations goals of 1) promoting compliance, 2) preventing fraud, 3) monitoring risk, and 4) informing policy.
This action will extend the period of performance from December 1, 2025, through September 30, 2026, Due to shifting SEC priorities and reduced budgets, Division of Examinations leadership determined that the NESS would be sunset by September 30, 2026. Thus, the scope of work and level of effort were revised to reflect leadership priorities.
Recompeting the services for a severely reduced scope and a term of ten months could cause a delay in services due to considerable time (typically 9-12 months) needed to reissue a solicitation, evaluate quotes, process an award, and onboard new contractor personnel. Further, the transition time for a new vendor to meet the current performance standards may be lengthy. Any delays or reduced quality of performance would have a detrimental effect on the Division of Examinations goals and service to the public. Thus, in the interests of economy and efficiency, the Government would be served by continuing the current contract on a limited source basis.
4. Authority and supporting rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service.
This LSJ is to support a logical follow-on to the competitively competed Federal Supply Schedule order SECHQ117A0008/0001, in accordance with FAR 8.405-6(a)(1)(c).
