About this file
This is a Limited Sources Justification (LSJ) document for the Department of Homeland Security (DHS), United States Secret Service (USSS) to extend Travel Management Center (TMC) Support Services with the incumbent contractor CW Government Travel, Inc. for six months from January 1, 2025 to June 30, 2025, valued at $1,321,099.74.
The sole-source extension is justified because CW Government Travel is the current provider of mission-critical travel services under Task Order 70US0923F2GSA2098, and any disruption could jeopardize USSS protectee safety. The services include travel planning, cost estimation, travel authorization creation, booking reservations, travel fulfillment, car rentals, hotel arrangements, and travel reporting. The extension is needed while USSS develops new requirements incorporating booking tool services and explores TMC integration with the Concur/TOPS system. The USSS plans to competitively award a new task order by June 2025. The contractor operates under GSA Schedule Contract GS-33F-0022P/47QMCB24D000A for SIN 561510 Travel Agent Services.

LSJ No: FY25-0003 Page 1 of 3
03.21.2022 v.1.0
LSJ Number: FY25-0003 PR Number: PR-25-USSS-4054
Limited-Sources Justification
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), United States Secret Service (USSS), Office of the Chief Financial Officer (OCFO) and Procurement Division (PRO) propose to execute a modification against Task Order 70US0923F2GSA2098 pursuant to FAR 8.405-6, Limiting Sources.
2. Nature and/or description of the action being approved.
The USSS intends to execute a modification against Task Order 70US0923F2GSA2098 to extend services for six (6) months, on a sole source basis, for the continued need of mission critical Travel Management Center (TMC) Support Services.
Proposed Source:
Entity Name: CW Government Travel, Inc. Unique Entity ID: YAA1CKF2TJ14 Physical Address: 4300 Wilson BLVD, STE 500, Arlington, Virginia 22203-4178, United States Business Size: Other than Small Business
GSA Contract Number: GS-33F-0022P/47QMCB24D000A GSA Schedule: Multiple Award Schedule (MAS) SIN: 561510 Travel Agent Services
3. Description of Supplies/Services.
The purpose of this Task Order modification is to provide the USSS OCFO with Travel Management Support Services for an additional six (6) months. These services will assist the OCFO with establishing its travel management processes, while also meeting functional, technical, and security requirements and shall at a minimum:
Meet USSS travel service needs, which includes the following: travel planning, cost estimation, travel authorization creation, booking of travel reservations, travel fulfillment, and provide car rentals and hotel needs.
Supply travel reporting and data exchange for the USSS.
Estimated Total Dollar Amount of Proposed Action (Including Option Periods): $1,321,099.74
Period of Performance: January 1, 2025 – June 30, 2025.
4. Authority and supporting rationale.
This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies. Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:
☒ FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Rationale:
Executing this Task Order modification to one source, CW Government Travel, Inc., is in the best interest of the Government as they are the current incumbent for Task Order 70US0923F2GSA2098. CW Government Travel, Inc.
actively supports the USSS/OCFO TMC Support Services mission, and its continuing support is mission critical, especially in light of the July 13, 2024 event. Should TMC Support Services experience any performance disruptions, the USSS’ mission to protect its protectees would be jeopardized and could result in loss of life or injury to protectees.
The agency cannot be without this vital support and requires continuation of TMC Support Services until a new Task Order is awarded. The USSS requires additional time to award a new task order on a competitive basis due to program changes in requirements, which include OCFO’s exploration of booking tool services that required input from
LSJ No: FY25-0003 Page 2 of 3 all program offices and the General Services Administration. In addition, exploration of TMC integration into the Concur/TOPS (Travel, Oracle, PRISM, Sunflower) system is also undergoing to ensure the new Task Order can meet program requirements.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed Task Order modification to CW Government Travel, Inc. for the continued need of mission critical TMC Support Services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This order will be placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. Discounts to these GSA schedule rates will be requested.
Additionally, prior to execution of the modification, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered to determine that the total price is reasonable. The contractor’s proposed price will also be compared to the Independent Government Cost Estimate (IGCE).
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market Research was conducted in accordance with FAR Part 10, HSAM 3010, and the DHS Market Research Guide. Market research was conducted to review the Commercial Marketplace for potential vendors capable of meeting the needs of the OCFO. Multiple vendors have been identified with the capability to carry out the requirements of the TMC support services. Although multiple vendors are known, given the timeline to establish a new task order that incorporates the latest changes required by the program office to meet its mission, it has been determined that executing an extension for TMC support services with the current incumbent, CW Government Travel, Inc., is necessary to avoid a lapse in mission critical contractor support.
7. Any other facts supporting the limited-sources justification.
This modification to Task Order 70US0923F2GSA2098 is intended to allow for the solicitation of a new Task Order to occur without the lapse of mission critical contractor support.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.
The government intends to procure TMC support services by June 2025 on a competitive basis.
9. USSS intends to post this justification on SAM.gov pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
Beth Flynn Technical Representative/COR Date
