About this file
This is a Limited Source Justification (SAP) document dated September 30, 2020, supporting a procurement decision to use other than full and open competition for an acquisition under the Simplified Acquisition Threshold.
The requirement is for A2LA accredited ISO/IEC 17025:2017 calibration and repair services for seven King Nutronics 3689A precision pressure standards. The procurement justifies single-source solicitation based on restrictive intellectual property rights held by King Nutronics Corporation, the original equipment manufacturer. The 3689A system incorporates unique and proprietary features critical to safe operation, and King Nutronics is the sole manufacturer. The document explains that alternative equipment cannot satisfy the requirement because the proprietary elements are essential and substituting non-approved parts would compromise equipment integrity. Additionally, the Mid-Atlantic Regional Calibration Center (MARCC) cannot accommodate calibration of the 3689A due to time constraints, current equipment status, and required preventative maintenance on PNSY equipment. Technical certification was provided by Randy R Yoho on 05/04/2026, and Contracting Officer Anthony Barker approved the justification on 04/17/2026.
