About this file
This is a Limited Sources Justification (LSJ) document for a federal contract award executed by the Defense Health Agency (DHA) on behalf of seven Military Treatment Facilities (MTFs) located across the Continental, Central, West, and Pacific Rim Networks.
The procurement involves a new firm fixed-price, single-award delivery order under the Department of Veterans Affairs Federal Supply Schedule (FSS) contract V797D-60637 for a complete, integrated cost-per-reportable-result (CPRR) clinical chemistry analyzer system. The selected vendor is QuidelOrtho Sales Company, LLC (ZFXRG96JMJ39), providing VITROS® dry chemistry analyzers with associated reagents, consumables, calibrators, control materials, and comprehensive preventive and corrective maintenance services. The contract covers seven MTF locations with varying analyzer quantities and test volumes, ranging from monthly test quantities of 3,796 to 24,793 tests and annual quantities of 45,560 to 297,520 tests. The delivery period runs from October 1, 2026, through September 30, 2033, with a base period and six option periods, all funded through the Defense Health Program.
The justification establishes QuidelOrtho as the only capable source under GSAR 538.7104-3(b)(ii) based on the unique requirement for 100% waterless, dry-slide technology analyzers that eliminate facility water, plumbing, and drain dependencies—critical for military healthcare environments with minimal logistical footprints. Market research confirmed competing manufacturers (Abbott, Beckman Coulter, Roche, Siemens, Tosoh Bioscience) can meet test volume requirements or the waterless specification individually but not both simultaneously. Converting existing facilities to traditional wet chemistry systems would require infrastructure modifications estimated at approximately $[redacted] million in capital costs, plus unacceptable operational disruptions to patient care during facility retrofitting and validation phases. The justification documents that QuidelOrtho is the sole identified source capable of meeting all essential requirements for test volume, waterless operation, and fully integrated solution delivery with on-site maintenance support.
