Limited Source Justification: TACOM S-PSID Logistical Support Services
4. Identification of Authority and Supporting Rationale:
This acquisition is conducted under the authority of 41 U.S.C. 251, et seq. and 40 U.S.C. 501 and FAR 8.405- 6(a)(1)(i)(A) for orders placed against the Federal Supply Schedule (FSS), Multiple Award Schedule (MAS) Program.
McLean, VA until a more permanent solution can be put into place. The previous contract, W56KGU-15-D-0004 was
April 29, 2020. As a result, TACOM (S- PSID) Division is currently understaffed by two logisticians and unable to meet warfighting readiness for the U.S. forces by executing Foreign Military Sales (FMS) support for over 120 FMS
Integrated Logistics Support Center (ILSC) for much of that support.
5. Demonstration that the Acquisition Requires the Use of the Authority Cited:
There exists and urgent and compelling need to award this extension on a limited source basis. The previous APG to the re contract expiration, AAC notified TACOM (S- PSID) Division the Logistical Support Services portion of the contract was no longer within scope and services would end on April 29, 2020. As a result, TACOM (S- PSID) contacted GSA Region 7, Large Special Order Program (SOP) team ary bridge task order while a more permanent solution is put into place.
Prior to the 7-month bridge task order, TACOM (S-PSID) was understaffed by two logisticians and unable to meet warfighting readiness for the U.S. forces by executing Foreign Military Sales (FMS) support to over 120 FMS cases
Logistics Support Center (ILSC) for much of that support. The 2-month extension is required to provide continued logistical support services allowing the Contracting Agency to fully compete and award a long-term follow-on task order under a Federal Supply Schedule contract. Failure to extend services for 2 months will negatively impact the planning and execution of mission readiness.
The decision to award this limited source bridge task order to Booz Allen Hamilton, Inc. (the incumbent) takes into the and the potential costs of disrupting operations. A break option to extend services for 2 additional months would result in increased cost and potential disruption of operations to re-procure these services. Therefore, it was determined that executing the Option to Extend Services for 2 additional month effective to the Government, price and other factors considered while a more permanent solution is put into place.
6. Description of Efforts to Solicit as many Offers as Practice or Exception:
Only the incumbent will be solicited under Task Order ID22200068 as there is an urgent and compelling need to do
so. The Government intends to fully compete the follow-on long-term task order.
Limited Source Justification: TACOM S-PSID Logistical Support Services
7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable and Represents the Best Value:
The total estimated value of this 9-month task order is $312,932.80, which includes Other Direct Costs (ODCs) and circumstances described herein, a task order against Booz option and overall best value (including the level of effort and pricing) consistent with FAR 8.404(d). GSA has already determined the hourly rates, under Schedule contracts, to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by FAR 8.405-2(d).
