Limited-Sources Justification CIO/DC Enterprise Server System Support (AT 29382)

1. Contracting activity:

This Limited-Sources Justification (LSJ) supports a procurement action to be conducted under the authority of the Federal Supply Schedules Program (FAR 8.4). The procurement action is generated by the Office of Personnel Management (OPM), Office of Procurement Operations (OPO).

2. Nature and/or description of the action being approved:

The Office of Chief Information Officer (OCIO) Enterprise Infrastructure Services (EIS) has a requirement for continued Enterprise Server System support services. EIS provides services and support for OPM’s Enterprise Server (Mainframe) platforms that support OPM lines of business running on the mainframe. This includes Retirement Services (RS) and National Background Investigations (NBIB) processing. Currently, OPM is working on a project to move the mainframe datacenter to another Federal Government entity, to include discussions with the United States Department of Agriculture (USDA) and the Defense Information Systems Agency (DISA) for the possible move. This move is expected to have some impact on the details and level of support currently provided but is not expected to eliminate the need for the support.

Contractor support for the maintenance and for applicable software and hardware related to the mainframe environment is currently provided by DMI under Task Order (TO) OPM32-17-F-0131.

OPM requires these services be continued. Without continued support, OPM would be unable to operate its mainframe computing environment supporting Retirement Services and NBIB.

Market Research performed in the planning for a competitive follow on included the release of a Request for Information (RFI)/24322618S00005 in the February 2018 timeframe, to which both Large and Small businesses responded. The CIO team evaluating the responses were not able to determine some respondents’ technical or organizational capacities. The market research results were further reviewed by OPM’s Office of Small and Disadvantaged Business (OSDBU), who felt the market research information was inconclusive relative to making a Small Business competition determination. As such, the RFI was revised and re-released in the September 2018 timeframe. The revised information provided by the respondents is currently being evaluated, following a delay created by organizational changes within EIS, by the loss to the Agency of key individuals most familiar with the requirement, and by decisions regarding the ongoing project to move the mainframe datacenter to another Federal Government entity. While the Market Research is close to completion, the now present partial government shut-down is having additional impact, as furloughed OSDBU, CIO and Office of Procurement Operations (OPO) resources cannot be made available to work on the competitive procurement, and a competitive follow on cannot be solicited, evaluated and awarded in time to ensure there is no break in service.

The services required are specific to the continued provision of management and technical support for the entire EIS mainframe environment as further described under Section 3 below while market research is finalized and a competitive requirement is solicited, evaluated and awarded. In addition, time will be allotted for a Transition Period, to allow for a transition to a new vendor should the awardee not be the incumbent. Due to the critical nature of work, OPM cannot realize a break in service.

This LSJ supports the issuance of a sole source task order for continued support for a period of performance (POP) of three months (3) commencing February 1, 2019 plus three (3) one-month option periods. The award will contain FAR Clause 52.217-8 Option to Extend Services.

3. Supplies or services required to meet the agency’s needs (including the estimated value):

The services required are specific to the continued provision of management and technical support for the entire EIS environment. This includes, but is not limited to Project Management, Specialized

Data Center Support, Enterprise Systems Software Support, Enterprise Systems and Network Support, Disaster Recovery and Continuity of Operations, Communications Operations, Document Management, Enterprise Maintenance, Deployment, Performance Reporting and maintenance.

The contractor performs first and second level problem determination and resolution for all IBM and third-party hardware and software products used at OPM’s Data Center, which includes testing and applying fixes. The contractor is responsible for installing, implementing, and maintaining all software products currently on the system as well as other products that may be added as a result of future activity throughout the life of the task order. The contractor performs maintenance for all software components utilizing SMP/E, VMSES/E, CBPDO, SYSGENs, I/O GENs, application of PTFs, ZAPs, TAR files, table customization installation of user exits or Supervisor Calls (SVCs), corrective services, fixes, and any other code changes. The contractor participates in all system maintenance related functions, e.g., configuring host-attached devices and modifying controller addresses. To support OPM’s mission, it is essential that the enterprise system software staff maintains enterprise system stability and ensure the enterprise hardware and software components are fine-tuned and operating as efficiently as possible. The target availability of all production information and information systems is 99.999% availability.

Additionally, the contractor is required to provide management and technical support for Operations and Maintenance (O&M), which includes, but is not limited to, defect fixes and operational issues of deployed versions throughout the life of the task order while maintaining a 99.999% up time for the mainframe environment.

The estimated value of services for this procurement is $ . The resultant task order will contain FAR 52.217-8, Option to Extend Services, which, if exercised, will increase the value of the procurement by no more than the equivalent of the evaluated value of six months of services of the CLIN structure that is being extended.

4. Authority and supporting rationale, and a demonstration of the proposed contractor’s unique qualifications to provide the required service:

FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

The work contemplated herein is a continuation of existing efforts that were begun under TO OPM32-17-F-0131. The work currently being performed under the tasks described in paragraph 3 of this LSJ represent an ongoing need in support of the OPM EIS which cannot be immediately replicated or improved through competitive procedures without significant schedule and cost impact to Government operations. It is important, for reasons stated elsewhere in this LSJ, the Government obtains the necessary completion of its objectives, which stem from performance on the existing TO.

While another Contractor may be found technically able to perform the services requested, the current level of support could only be achieved after considerable costs and delays to the schedule pending a meaningful transition of services. Only the incumbent Contractor has the critical knowledge and experience with OPM’s EIS systems, complexities, and tools, and is well engaged in the ongoing projects and the daily operations and maintenance of the organization and is uniquely qualified to ensure knowledge transfer to OPM and a potential incoming contractor.

5. Determination by the contracting officer that the anticipated order will represent the best value:

Based on the nature of the requirement, the solicitation will be issued to a single source, DMI.

Competition will not be sought. In order to determine that the anticipated order will represent the best value, the Contracting Officer and requesting activity will review historical pricing. Additionally, the Contractor will be requested to provide any discounts available beyond their published GSA prices. Per FAR 8.404 pricing provided for on the Federal Supply Schedule is already determined to be fair and reasonable. The CO will also consider the level of effort and the mix of labor proposed to determine if the total price is reasonable.

6. Description of the Market Research conducted and the results or statement of the reason market research was not conducted:

The above-described market research, currently in process for the competitive procurement, indicates the incumbent, DMI, remains capable of supporting the requirement. In addition, a small number of other vendors were identified by that market research that may be capable of providing the support following a meaningful transition and knowledge transfer of approximately three to six months. However, a formal solicitation and response by a potential vendor would be required to make a meaningful determination.

8. Statement of actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:

In accordance with FAR 8.405-6(a)(2)(i)(b) – Limited Sources, within 14 days after task order award, a notice shall be posted in accordance with FAR 5.301 and a copy of this justification posted at the GPE http://www.fbo.gov for a minimum of 30 days. Any contractor proprietary data, references and citations, as are necessary to protect the proprietary data, will be removed before making the justifications available for public inspection.

An award resulting from a competitive solicitation is anticipated following the completion of this sole source order.
