About this file
This is a Justification and Approval for Use of Other Than Full and Open Competition document issued by the Department of the Navy, NAVSUP Fleet Logistics Center Yokosuka (FLCY) Site Singapore for emergency ship repairs to USS BOXER (LHD 4). The acquisition SING-009-26 is conducted under the authority of 10 U.S.C. 3204(a)(2) and FAR 6.302-2 (Unusual and Compelling Urgency), limiting competition to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders. The contract type is Firm-Fixed Price with a Period of Performance of 19-30 May 2026, performed in Sembawang, Singapore.
The work scope encompasses three primary items: bulkhead insulation replacement (635-11-001), piping insulation and lagging replacement (635-11-003), and temporary service provision (992-11-001). These are voyage repairs necessary to address mission-critical and safety-essential items required for USS BOXER (LHD 4) to continue its 7th Fleet deployment. The estimated dollar value table is present in the document but the specific amounts are redacted. Funding is from FY26 Operations and Maintenance, Navy budget. The justification cites the compelling urgency resulting from the ship's current deployment status and the need for immediate repairs to maintain fleet operational capability. The contracting officer determined that only pre-qualified MSRA/ABR holders possess the required managerial capabilities, financial status, production capacity, quality management systems, and materials to accomplish the work within the compressed timeline. The document includes certifications by technical/requirements personnel, legal sufficiency review, and contracting officer approval to proceed with the limited competition procurement.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR DEMONSTRATION OF
CONTRACTOR’S UNIQUE QUALIFICATIONS: The statutory authority which permits restricting full and open competition consideration is 10 U.S.C.3204(a)(2), as implemented by FAR 6.302-2, Unusual and Compelling Urgency.
USS BOXER (LHD 4) is currently on deployment to the 7th Fleet and is in need of critical emergent repairs. Pursuant to its operational tasking, the ship is heading to Singapore and will be made available to conduct Voyage Repairs (VR) there to execute these mission-critical repairs. Any delays in contract award will potentially delay the deployment and jeopardize the mission capability of the Navy Fleet in the 7th Fleet.
NAVSUPFLCY 4280/5 (SOURCE SELECTION INFORMATION - SEE FAR 2.101 and 3.104 Rev. 12-19) 2
This justification restricts consideration to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders. Shipboard repair work is complex and demanding. The type of work that comprises ship repair, and the conditions under which it is performed, require ship repair companies that are fully capable of conducting all aspects of shipboard work. MSRA and ABR holders have been evaluated to possess the organization and facilities to perform the ship repair work satisfactorily in accordance with NAVSUPFLCYINST4280.20M dated 28 Nov 2023.
MSRA/ABR holders have the managerial capabilities, financial status, production capacity, quality management system, capabilities, and experience to accomplish the requirements of this work package; and MSRA/ABR are location or region-specific agreement vehicles issued to firms that have the facilities, management, organization and production capabilities to perform an entire complex repair and alteration package in the area.
The period of performance is 19-30May 2026. The full requirement package was sent to FLCY Site Singapore on 14 May 2026. The short turnaround for processing the award was less than the standard NAVSUP PALT of 60 days as required for acquisitions above the Simplified Acquisition Threshold (SAT). Delay in the performance of the necessary repair work would endanger USS BOXER (LHD 4) personnel and material, and operational availability of the ship. MSRA / ABR holders are the only known sources capable of accomplishing the requirements and possessing the necessary materials within the time required.
MSRA / ABR holders are the only known sources capable of accomplishing the requirements and possessing the necessary materials within the time required.
The Contracting Officer recommends an exception to full and open competition for this requirement under the authority of FAR 6.302-2, Unusual and Compelling Urgency. Providing full and open competition would cause unacceptable delay in the execution of mission-critical ship repair and maintenance services.
Such delay would jeopardize the readiness and operational commitments of the supported unit, directly impacting Navy operations in the U.S. INDOPACOM Area of Responsibility. Immediate award and commencement of work are required to meet the Period of Performance (POP).
5. DETERMINATION OF THE BEST VALUE: The FLCY – Site Singapore Contracting Officer will determine, using the procedures in FAR 15.4, that the price negotiated for this acquisition is fair and reasonable prior to contract award.
6. DESCRIPTION OF MARKET RESEARCH: In accordance with Navy policy, only contractors holding Master Ship Repair Agreements (MSRA) or Agreements for Boat Repair (ABR) are authorized to perform this type of work. These firms have undergone rigorous pre-screening, qualification, and certification to verify compliance with technical, safety, quality, and security standards unique to U.S. Navy vessels.
There is insufficient time to qualify any new vendors before the required start date, and attempting to do so would introduce significant operational risk.
Given the urgent nature of this requirement and the geographic limitations of performance, the Contracting Officer will limit competition to the MSRA/ABR holders located in Singapore who have demonstrated capability, local presence, and compliance with Navy technical and security standards. Soliciting only these pre-qualified local firms represents the maximum practicable competition under the circumstances.
Additionally, the requiring activity certifies that the materials and components required for this effort are non-commercial and direct support of the USS BOXER (LHD 4). These components are not available as commercial off-the-shelf (COTS) items and must conform to OEM specifications to ensure interoperability and safety aboard Navy vessels.
