2. Nature and/or description of the action being approved.

a. Acquisition purpose and objectives. The Information Technology Applications Center (ITAC) is a branch of the Office of Management (OM) of the National Heart, Lung, and Blood Institute (NHLBI). ITAC provides a full range of IT support services to the Institute including custom software development, customization and deployment of COTS products, management of the NHLBI IT infrastructure, and management of the Institute’s IT Security policy. ITAC collaborates very closely with the NIH Center for Information Technology in many of its functions and serves a set of customers ranging from researchers in the Division of Intramural Research, to scientists managing a scientific grant portfolio, to personnel supporting the administrative aspects of the Institute’s operations.

ITAC has an Agile DevOps Continuous Integration/Continuous Delivery (CI/CD) program that requires a set of COTS and open source software to be integrated across the NHLBI CI/CD pipeline.

Project background. To ensure the NHLBI Product Owners and ITAC personnel involved in the day-to-day management of Agile software development and movement of custom applications through the DevOps CI/CD pipeline, there is a need for involved personnel to be trained on the best practices of Agile, Scrum, and DevOps. There is equally the need for good work habits to be instilled in those trained individuals.

Therefore, Agile/DevOps training and coaching is needed. The vendor, LitheSpeed, provided Agile training to the NHLBI OIM in early 2017 – the work was viewed by the Branch Chief and deemed satisfactory.

4. Identification of the justification rationale [see 8.405-6(a) and (b)] and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

a. Acquisition authority.

This acquisition is conducted under the authority of the Multiple

Award Schedule Program. Consideration of schedule contractors will be restricted to fewer than the number required by Federal Acquisition Regulation (FAR) 8.405-6(a)(1) (i.e., fewer than three FSS contractors).

This acquisition is conducted under the authority of the Multiple

Award Schedule Program. Consideration of schedule contractors will be restricted only to the item peculiar to one manufacturer as provided in FAR 8.405-6(a)(2)

b. Demonstration of the proposed contractor(s) unique qualifications to provide the required supply or service.

• Name and address of the proposed contractor(s).

LitheSpeed 590 Herndon Parkway, Suite 100 Herndon, VA 20170

• Nature of the acquisition and proposed contractor(s) unique qualifications. In September 2017, NHLBI/ITAC executed a contract to have Lithespeed perform Agile coaching and training.

An outcome of this was to identify problems and high level recommendations to solve those problems. This acquisition is follow-on work to explore the recommendations and develop a tactical implementation plan for our short-term recommendations/goals. Lithespeed has spent the past several months getting to know the organization through in depth interviews and attending all regular meetings. For low risk and known excellence, LitheSpeed is expected to perform well on this contract.

5. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d).

6. Description of the market research conducted among schedule holders and the results, or a statement of the reasons market research was not conducted.

Market research was not conducted because this a logical follow on for work that is currently being performed and is slated to end in early January.

7. Any other facts supporting the justification.

None.

8. Statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

a. Removal of barriers to competition.

Any observed quality issues not resolved by this vendor under this contract will require expansion of research for future sources for future Agile requirements. In addition, the government may choose to use a different vendor in the future depending on the specific requirements at that time.

b. Listing of sources, if any, that expressed an interest, in writing, in the acquisition.

None.

9. Program office certification.

This is to certify that the portions of this justification that have been developed by the undersigned program office personnel, including supporting information and/or data verifying the Government’s minimum needs or requirements, or other rationale for limited sources, are accurate and complete.

10. Contracting Officer certification.

This is to certify that the justification for the proposed acquisition has been reviewed and that to the best of my knowledge and belief the information and/or data provided to support the rationale and recommendation for approval is accurate and complete.
