Limited Sources Justification and Approval (J&A)
March 2018 Page 2 of 3
The Air Force Life Cycle Management Center (AFLCMC), Battle Management Directorate, Theater Battle Control Division has been working with the 96 TW and 520th SMXS to implement risk reduction strategies and improve testing procedures for the sustainment of the Battle Control Systems Fixed (BCS-F) program. For the BCS-F program to receive Tactical Data Links Certifications, it must pass the Air Force System Interoperability Test (AFSIT) A5JI which utilizes the BOSS product to conduct AFSIT.

BOSS is TCG’s TDL testing and platform integration solution allowing military end users and prime contractors to verify that the tactical data link implementations being delivered on aircraft and other military platforms conform to Link 16, Link 11, JREAP, SIMPLE, SADL, DIS and related TDL standards and interface definitions.
The Program Office has confirmed that BOSS is proprietary to TCG. The BOSS product will be used for risk reduction for Tactical Data Link Certifications. Joint Interoperability Test Center (JITC) certification requires service level testing of data links which is performed by ACC/A5JI through AFSIT (Air Force System Interoperability Test). A5JI utilizes the BOSS product to accomplish this testing due to the system's ability to simulate a wide array of data links and record and parse bit-level information. Currently, the BCS-F uses a wide array of data links tools that cannot replicate the BOSS's capabilities. Therefore, the BOSS is required to replicate AFSIT testing and reduce risk for

As the OEM, TCG is the only authorized company on GSA to sell and support this product. In accordance with FAR 8.404(d) Supplies offered on the schedule are listed at fixed prices. Services offered on the schedule are priced either at hourly rates, or at a fixed price for performance of a specific task (e.g., installation, maintenance, and repair). GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing.
Joint Interoperability Test Center (JITC) certification requires service level testing of data links which is performed by ACC/A5JI through AFSIT (Air Force System Interoperability Test). Since A5JI utilizes the BOSS product to accomplish this testing it is the only product suitable. Current data link tools cannot replicate the BOSS's capabilities. Therefore, the BOSS is required to replicate AFSIT testing and reduce risk for tactical data links testing.
