ITSS Order ID: ID03180012 11/29/2018 GSA, FAS Mid-Atlantic Region
LIMITED-SOURCES JUSTIFICATION
FOR
Defense Manpower Data Center (DMDC) Strategic Data Management Services (SDMS)
Modification 10
Note: This document is prepared in accordance with the requirements of FAR 8.405-6(c). The acquisition is conducted under the authority of the Multiple-Award Schedule Program.
1. Identification of Requiring Activity and Contracting Activity:
The requiring activity is the Defense Manpower Data Center (DMDC) located at Seaside, California, and the Mark Center, Alexandria, Virginia. The contracting activity is the GSA Federal Acquisition Service (FAS), Mid-Atlantic Region - Philadelphia, PA.
2. Nature and/or Description of Action Being Approved:
The action being approved is a modification to the Strategic Data Management Services (SDMS) call 47QFMA18F0031 under the Northrup Grumman Systems Corporation (NG), GSA DMDC ITPS Multiple Award BPA contract GS03Q17DSA0012. The action is necessary to correct cybersecurity vulnerabilities in applications and processes, as well as to more broadly assure accomplishment of the DMDC’s Strategic Data Management mission.
SDMS was competitively awarded on 07/13/2018 with a base period of 15 July 2018 through 14 July 2019 with two (2) one-year option periods.
3. Description of Supplies/Services Required To Meet the Agency's Needs:
The objective of the Strategic Data Management Services (SDMS) call is to employ technology to increase information technology (IT) capabilities and to improve operating efficiency. The goals associated with this effort are efficient service delivery, responsiveness to customer requirements, flexibility to the changing environment, high levels of customer service and satisfaction, and highly reliable, quality systems to support mission readiness, as well as day-to-day operational support for multiple concurrent users.
DMDC requires additional file management capabilities to support the Department of Defense Advancing Analytics (Advana) project. Advana is a unified platform that makes data discoverable, understandable, and useful to meet critical mission and business challenges across all levels of the department. The file manager will provide the Advana project critical data expertise, enterprise collaboration and innovation environment that will reduce siloed actives, drive standardization, improved data quality, and enable federation across multiple sources. The goal of Advana is to enhance reliable and relevant data delivery, promote collaboration, and enable self-service analytics by bringing the analyst to the data.
The estimated value of this modification is $147,545.60 for a period of performance of eight (8) months from date of modification. This includes 4 months of Option Period 1 from March 15, 2020 to July 15, 2020 with an estimated value of 72,313.60 and 4 months of Option Period 2 from July 16, 2020 to November 16, 2020 with an estimated value of $75,232.00.
4. Identification of Statutory Authority and Justification/Rationale for Limiting Sources Demonstrating the Contractor's Unique Qualifications to Provide the Required Supply/Service:
The authority for this action is FAR 8.405-6(a)(1)(i)(C) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized
a. File Management (PWS 4.4.4)
Interdependencies between individual files, as well as the need for consistency of data between the files in support of proper operation of applications and reports, together with quality requirements for software functionality, dictate support of files by a single contractor. Dividing the responsibility for the management of the file set between two or more contractors is not possible as it will lead to inconsistent data between interdependent files, broken links between files, and ultimately an unacceptable risk that applications and reports which depend on the files, would present DoD leadership inaccurate and incomplete information upon which to make decisions. Two or more contractors operating in support of the requirements outlined in the PWS would present challenges in affixing responsibility for the resolution of any problems, as each contractor may point at the other contractor as the problem. Using two or more contractors would also require the government to serve as integrator, a role for which the government is not staffed.
NG is the only source capable of providing the file expertise managing the file set in the current environment without disruption of the data flow and data quality of the output.
b. Provide management oversight for these efforts
Lastly regarding the management oversight of the services described above, NG has the understanding and experience with the systems involved. The incumbent contractor is the only contractor with the in-depth knowledge of the functional and technical specifications and architecture supporting the applications, and their interaction with other DMDC products. The Government estimates that a contractor other than the incumbent would require several months to understand the requirements supporting the applications, and the interaction between these applications, precipitating unacceptable delays in the support of the overall call.
NG has provided acceptable support for this call since July 2018 (no negative feedback has been received thus far from DMDC). Retaining this contractor is necessary to fulfill the Government’s requirement to rewrite multiple applications, modernize systems, migrate files, perform data/file management, and provide management oversight for these services as described above.
The reasons above document that NG is the only vendor capable of providing the services required that competing this work would introduce significant risk into the DMDC environment and have an unacceptable impact on DMDC’s mission for the maintenance and enhancement of the SDMS program. A break in these services would impede support that is necessary to meet key acquisition, financial and programmatic milestones aligned to DoD customer requirements.
Failure to support all stakeholders will negatively impact DMDC’s ability to effectively manage and support current programs, tasks, and critical information assurance activities.
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):
6.
The assigned GSA Project Manager will complete a technical evaluation on the contractor’s submission. The assigned GSA Contracting Officer will complete the price evaluation. The GSA Project Manager will perform a technical evaluation to ensure that the labor mix and number of hours quoted by the contractor are acceptable and commensurate with the work requirement of this Call. The GSA Contracting Officer will conduct a price analysis of the contractor’s submitted prices for all labor ensuring that there are no math errors or pricing caveats. Quoted labor rates will also be checked to ensure that they do not exceed the contractor’s current GSA DMDC ITPS BPA contract rates.
In accordance with FAR Subpart 8.4, GSA has already determined the prices to be fair and reasonable at time of award of this Call since they are derived from and reflect the actual prices in the NG awarded DMDC ITPS BPA labor category rates and since the rates were also derived from a competitive acquisition. The Contracting Officer has determined that this effort will result in the greatest overall benefit to the Government in response to the requirement, attaining the best value, and fair and reasonable prices.
7. Description of Market Research:
Market Research was conducted in accordance with FAR 10. A review of the technical scope of NG’s DMDC ITPS BPA contract showed that the contractor offers the required services under its DMDC ITPS BPA contract number GS03Q17DSA0012.
8. Other Facts Supporting the Justification:
None.
9. Actions the Agency May Take to Remove or Overcome Any Barriers that Led to the Restricted Consideration prior to Subsequent Acquisition For the Supplies or Services:
If future expenditures and allowances are granted for continued support during the period of performance of this Call, all efforts will be made by the Government to seek alternate sources of service for the support.
However, it is important to note that many variables will play into this alternative source potential, such as changes in Government priorities within the current operations, and shifting needs.
