LSJ No: FY21-086
Limited Source Justification Infrastructure Assurance (IA) Engineering Support for DHS/S&T/OCIO
This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
1. Agency and Contracting Activity.
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Science and Technology Acquisition Division proposes to award a noncompetitive GSA task order on behalf of the Science and Technology (S&T) Directorate’s Office of the Chief Information Office, pursuant to FAR 8.405-6, Limiting-Sources.
2. Nature and/or description of the action being approved.
The DHS/OPO intends to limit the number of sources solicited pursuant to FAR Part FAR 8.405-6(a)(1)(C) for the procurement of engineering support services. DHS/OPO intends to solicit the service from an authorized Federal Supply Schedule (FSS) contract-holder to ensure a fair and reasonable price:
STEAMPUNK, INC
1753 Pinnacle Drive Suite 900 McLean, VA 22102
3. Description of Supplies/Services.
The DHS Science and Technology (S&T) Directorate’s Office of the Chief Information Officer (CIO) is tasked with providing ongoing Information Technology (IT) infrastructure, application, and compliance service to the entire S&T Directorate.
This sole source effort focuses on the activities necessary to enhance the Information Assurance (IA) Systems Engineering (System Eng) and IA Information Systems Security Office (IA ISSO) branch within the S&T Office of the CIO. This acquisition is to supply administrative, technical, and management support to the Department of Homeland Security Science & Technology (DHS S&T) Office Chief Information Officer (OCIO).
Currently, S&T has approximately twenty-nine (29) systems with full security assessment and authorization and authority to operate. These systems are hosted at either S&T Headquarters (HQ), one of six field sites, or various contractor facilities, some of which will be migrated to S&T’s Cloud. In addition, there are approximately ten (10) systems currently in development that are scheduled for deployment between FY21-22. S&T has approximately 2,000 seats and four local area network (LAN) environments (various classification levels).

DHS S&T OCIO requires administrative, technical, and management support services to assist its various organizations, missions, functions, and objectives enabling DHS S&T to facilitate Research and Development, Test and Evaluation, and scientific knowledge and technological transfers to the DHS Operational Components. DHS S&T requires this support to maintain and evolve its organizations.
This effort has base period of three (3) months plus three (3) one-month option periods. The estimated value of all periods of performance are below:
Performance Period Performance Period Dates Amount
Base Period 3/29/21 - 6/30/21 $2,331,034.23 Option 1 7/1/21 – 7/31/21 $731,343.68 Option 2 8/1/21 – 8/31/21 $764,964.56 Option 3 9/1/21 – 9/30/21 $697,722.80 Total $4,525,065.27
DHS/OPO/STAD expects to award a new, competitive IA Engineering Support task order by the end of June 2021. The Contracting Officer is including option periods for this noncompetitive order as a stopgap measure should a contractor protest the competitive action.
4. Authority and supporting rationale.
FAR 8.405-6(a)(1)(C). The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
This logical follow-on is necessary because the work being performed under task order no.
HSHQDC-13-D-E2025 / 70RSAT19FR0000163 will be consolidated into a new larger S&T/OCIO requirement. This task order was competitively awarded. This larger procurement is anticipated to be awarded in July 2021. This new task order would have an expected period of performance of five (5) years. DHS S&T OCIO is in the process and plans to consolidate nine (9) contract actions due to the S&T revitalization. This consolidated effort will increase efficiency, eliminate redundancies due to the S&T revitalization, and realize cost savings for the DHS S&T OCIO.
This sole source logical follow-on would allow DHS/S&T OCIO to effectively consolidate all the efforts without a break in service. It would also ensure sufficient transition time to the newly selected Contractor. DHS/OPO anticipates an additional three (3) months of lead time to award the competitive task order, hence the proposed three-month base period.
Several months of option periods are included in the case of a protest on the competitive order.
If there is a break or gap in S&T OCIO’s administrative, technical, and management support services, S&T will not meet the DHS-mandated deadline of April 30th, 2021 deadline to vacate Data Center 2 (DC2) and migrate S&T services to the Cloud (AWS and Azure). If this migration is not completed on time, S&T would be required to pay $852,000 at a minimum for continued use of DC2 past the planned shutdown. The projected cost of $852,000 is based upon discounts provided by DHS as multiple Components leverage Data Center 2. Since other components will have migrated away from DC2 by April 2021, S&T would likely incur many or all of the costs associated with maintaining the data center for S&T. This additional cost would be compounded by the usage fees associated with the cloud providers S&T currently pays to Amazon Web Services (AWS) and Azure cloud.
If a lapse in coverage were allowed, not only would the safety and security of DHS S&T become vulnerable, but it would also jeopardize the technical capabilities of the DHS National Laboratory Community to develop solutions for Covid-19, Transportation security, and other crucial initiatives. Delays or disruptions would affect coordination of support to critical DHS S&T and National Lab operations, network operations, and network security.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
In accordance with FAR 8.404(d), General Services Administration (GSA) has already determined that the prices of services under Schedule contracts to be fair and reasonable.
Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by FAR 8.405-2(d). The Contracting Officer will conduct a price analysis and seek further price reductions.
The proposed hourly rates under this bridge requirement will be consistent with Steampunk, Inc’s rates under their GSA MAS contract. These rates were found to be fair and reasonable at the time of award by the GSA Administrative Contracting Officer.
Additionally, the task order Contracting Officer and S&T COR will analyze the number of hours proposed for this logical follow-on to ensure they are appropriate to the task. The Contracting Officer and COR have adequate experience with this type of work to establish the level of effort necessary to complete the task.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
No formal market research was conducted for this sole source effort alone, specifically to seek alternate sources, because only Steampunk at this time can perform these types of services at the quality required in order to meet the continuity of service required.
7. Any other facts supporting the justification
None.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.
DHS S&T plans to remove all barriers to competition once this task order is complete. This noncompetitive task order allows time for DHS/OPO/STAD to issue a competitive solicitation and award a task order for these services by July 2021.
9. DHS intends to post this requirement, along with a redacted version of this justification on GSA e-Buy, pursuant to FAR 8.405-6(2).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
