About this file

This Limited Sources Justification (LSJ) document details a sole source task order for Professional Engineering Services (PES) in support of the U.S. Army Project Manager Combat Ammunition Systems (PM CAS). The contract will be awarded to Booz Allen Hamilton (BAH) under the GSA Multiple Award Schedule for Technical and Engineering Services, with a period of performance of one base year and two 12-month option periods from 13 August 2025 to 12 August 2028, and an estimated value of $40,566,449.46.

The primary objective is to support PM CAS in developing, producing, and equipping soldiers with artillery, mortar ammunition, weapons systems, and fire control systems. The justification emphasizes BAH's unique capabilities in managing complex production schedules, facility expansions, and technical expertise in ammunition production. The government conducted market research through a Request for Information (RFI) and received four responses, with three from small businesses. The sole source approach is justified by the need to maintain continuity and expertise to meet the Congressional mandate of increasing munitions production capacity to 100k/SPM by mid-2028, with a plan to conduct a full and open competition for the follow-on five-year contract in 2028.

Interagency Agreement Number 4

Controlled by AAS Contracting Officer:

Docusign Envelope ID: 733B2ACB-6F2A-41D4-A93D-C1148122F53F

In Process

The General Services Administration (GSA) Assisted Acquisition Services (AAS) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.

i.) Identification of Agency and Contracting Activity:

Agency:

GSA AAS acting in support of the U.S. Army Project Manager Combat Ammunition Systems (PM CAS)

Contracting Activity:

GSA AAS Contracting Office (QFACB) 100 S Independence Mall W Philadelphia, PA 19106 ii.) Nature and/or Description of Action Being Approved:

Request approval of a limited source justification for award of a sole source task order to Booz Allen Hamilton (BAH) under the GSA Multiple Award Schedule – Technical and Engineering Services (non-IT). This task order is for services for a one (1) base year and two (2) twelve

(12) month option periods of performance from 13 August 2025 to 12 August 2028. It is anticipated that this task order will be awarded with a hybrid Firm Fixed Price (FFP) and Labor Hour (LH) type order with a value of $

This Project Manager Combat Ammunition Systems (PM CAS) Professional Engineering Services (PES) requirement is currently supported by BAH under Task Order 47QFEA20F0010, awarded under their GSA Multiple Award Schedule Contract (GS-00F-008DA)–Technical and Engineering Services (non-IT) under NAICS 541330.

iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need (Including the Estimated Value):

The purpose of this effort is to acquire contracted Professional Engineering Services (PES) to provide Project Manager Combat Ammunition Systems (PM CAS) and assigned Product Managers with the PES required for the successful execution of their ammunition and weapon system acquisition mission. PES contractors supplement existing resources with experience and capability not otherwise available or exceed the PM’s in-house capabilities.

PM CAS’ mission is to develop, produce, and equip soldiers with Conventional Artillery, Mortar Ammunition, Precision Ammunition, Mortar Weapons, Artillery Systems, Fire Control Systems, and the M777/M119 Howitzer platforms. PM CAS is the life-cycle project manager of all referenced systems for the U.S. Army, Marines, and other allies, and relies heavily on service contractor support (as project officers) for programmatic and engineering expertise to fulfill the mission. PM CAS has been providing significant quantities of munitions as directed by Presidential Drawdown Initiatives in support of our allied partners in their ongoing conflicts. As a result, the U.S. Army stockpiles for Artillery Munitions, primarily 155mm (Artillery) and 155mm Propulsion Systems, have decreased to dangerously low levels

. These diminished inventory levels of 155mm munitions prompted Congress to pass

Source Selection Information – See FAR 2.101 and 3.104 required to manage artillery and mortar ammunition programs typically takes three to four years.

Moreover, PM CAS has adopted a complex component breakout strategy for its artillery and mortar programs. Under this strategy, individual components are competitively sourced from multiple suppliers, or acquired through production facilities, to maximize industrial capacity and cost efficiency. This strategy, validated by tangible economies of scale, requires simultaneous execution of numerous contracts to meet the Army’s 100k/SPM objective by mid-2028. For example, expanding Modular Artillery Charge System (MACS) production from 41k/SPM to 100k/SPM necessitates not only the expansion of two existing end-item production facilities but also the construction of entirely new facilities for component parts and materials

, and a Combustible Cartridge Case (CCC) facility). BAH support contractors are instrumental in managing the integrated master production schedules, production planning and risk mitigation plans for these critical path projects. As the current PES provider for PM CAS, BAH has acquired an understanding of technical data and energetic detailed formulations and their impacts on not only production processes but also on facility construction requirements. These specific areas include but are not limited to, knowledge of critical projectile production procedures such as high-capacity mechanical hydraulic press procedures, Projectile Rotating Band application, heat-treat steel procedures, resistance welding, liquid penetrant inspections, computer numerical controlled machining, conductive testing, and safety inspection equipment. Such specialized knowledge can only be acquired through support of PM CAS as PM CAS is the chartered project manager for this mission and the only Government organization that acquires, tests and manages 155mm Artillery and Mortars.

Second, reaching 100k/SPM by September 2028 presents even greater complexity, as much of the new capacity must be built in parallel with ongoing production at existing sites that are also fulfilling current stockpile replenishment orders. PM CAS and BAH support personnel are required to carefully synchronize ongoing production, facility modernization, and new construction efforts without compromising delivery schedules. These simultaneous efforts demand continuity in program management, technical knowledge, and contractor relationships;

areas where BAH personnel are already embedded and effective. BAH not only understands the intricacies of specific products but also how they integrate into broader systems and operational requirements. Training and integrating new contractors during this ramp-up would be inefficient, counterproductive and severely undermine the 100k/SPM timeline.

At this time, any risk to the execution of PM CAS’s mission of acquiring and delivering critical munitions to our allied partners, and rebuilding stocks of these critical munitions, could have serious ramifications for current world-conflicts, the United States as a whole, partner-nations, and readiness for future conflicts. Due to the significant acts taken by Congress to ensure efficient execution of critical munition programs, and the need to eliminate risks of program impacts, PM CAS requests that the PES contract with BAH be awarded for a period of performance of one base year and two (2) twelve (12) month option periods of performance.

This request aligns with the validated period in which Congress approved temporary authorizations to procure for , granted under the FY24 NDAA.

Source Selection Information – See FAR 2.101 and 3.104

PM CAS intends to conduct a full and open competition for the follow-on five-year PES contract in 2028, after the 100k/SPM mission is accomplished. Until then, continuity of support is vital. The current plan to award a one base year and two (2) twelve (12) month option periods of performance sole source contract to BAH is based on the critical role their personnel play in executing facility builds, developing production schedules, overseeing First Article Tests (FATs), and onboarding second-source vendors. By mid-2028, these major efforts will be complete, enabling broader competition without disrupting mission-critical momentum.

v.) Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):

The Contracting Officer has determined that this order represents the best value to the Government because this order is the only mechanism by which the Government can fulfill the Congressional mandate to increase the munitions production capacity by the stated levels by 2028. Additionally, the AAS ARMY Contracting Officer will ensure that the awarded price will be fair and reasonable. Specifically, the Contracting Officer will compare the offeror’s proposal against the Independent Government Cost Estimate (IGCE), in which the level of effort and mix of skills for the task areas have been projected. The Contracting Officer will verify that the offeror’s proposal is consistent with the terms and conditions of their Contract # GS-00F-008DA. In accordance with the GSA Schedule ordering guide, any offeror submitting a proposal under a sole source hybrid FFP and LHtype contract must submit rates at or below their ceiling rates established for their schedule contract. These ceiling rates have already been determined fair and reasonable at the IDIQ contract level.

In accordance with FAR 15.404-1(c) a cost analysis will be performed including the verification of rates as well as a comparison of prices paid under the current TO to determine if the cost is fair and reasonable to the Government. It is anticipated that the rates proposed for the follow-on TO will reflect either a close similarity or the same rates as currently being paid to BAH under the existing TO.

vi.) Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:

As previously stated, this PM CAS PES requirement will be solicited in accordance with FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. However, In accordance with FAR Part 10.002, AAS Army and PM CAS personnel conducted market research by releasing a Request for Information (RFI) 1759961 on GSA Advantage on 29 May 2025. The purpose of the RFI was to determine whether other contractors on the GSA Professional Services Schedule have the experience and capabilities to perform the PES support required by PM CAS. In response to the RFI, the Government received four (4) responses from GSA Professional Services Schedule contractors. Of the four responses, three (3) are small businesses.

4.

requirement.

This LSJ is required for the immediate requirement for a three (3) year PES contract. A full and open competition would put the program at high risk of failure to meet the Congressional mandate production objective of 100k/SPM by mid-2028.

vii.) Any Other Facts Supporting the Justification:

No Other Facts.

Source Selection Information – See FAR 2.101 and 3.104 viii.) Statement of the Actions, if Any, the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:

The Government will only solicit BAH for the planned TO under a GSA Schedule to perform the PES for the next 36 months. This decision is based on the unique capabilities of BAH to deliver essential services with the necessary expertise within the required time frame. GSA anticipates a fully competitive award to be in place upon the expiration of this sole source TO’s period of performance. To foster a competitive environment for subsequent procurements, multiple Requests for Information (RFI) will be issued to the acquisition community. These RFIs will solicit industry feedback to identify and remove any obstacles to competition.

ix.) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:

I hereby certify that this Justification is accurate and complete to the best of my knowledge, and I determine on the basis of the findings above that the limited sources approach is in accordance with the requirements and is in the best interest of the Government.
