DIRECTORATE
LIMITED SOURCES JUSTIFICATION
Upon the basis of the following justification, I hereby approve the use of restricting consideration of the proposed contractual action pursuant to the authority of FAR 8.405-6.
JUSTIFICATION
1. AGENCY AND CONTRACTING ACTIVITY: [FAR 8.405-6(c)(2)(i)]
Agency:
Department of Defense Office of the Under Secretary of Defense for Acquisition, Technology & Logistics
(OUSD(AT&L))
Directorate of Corrosion Policy & Oversight 4800 Mark Center Drive Room 17G19 Alexandria, VA 22350
Contracting Activity:
Department of Defense Washington Headquarters Services, Acquisition Directorate (WHS/AD) 1155 Defense Pentagon Washington, DC 20301-1155
2. NATURE/DESCRIPTION OF ACTION(S): [FAR 8.405-6(c)(2)(ii)]
This justification approves the extension of a single award Blanket Purchase Agreement (BPA) for six months. The authority for the six month extension is FAR 52.217-8, Option to Extend Services. The contractor, Interactive Process Technology, LLC (IPTA) is currently providing services under BPA contract number HQ0034-12-A-0010-0017, awarded September 9, 2015.
This extension is for a single award BPA, does not circumvent competition, and this action is not for a bridge contract. The current contract ends on 22 April 2017, without any further possibility for an extension. This extension will support mission critical programs and activities since a competitive procurement cannot be completed in time to meet the required date of 22 April 2017.
The estimated dollar is approximately $100,070.40.
Limited Sources Justification for (OUSD(AT&L)) and Directorate of Corrosion Policy & Oversight
3. DESCRIPTION OF SUPPLIES/SERVICES: [FAR 8.405-6(c)(2)(iii)]
The OUSD(AT&L), Directorate of Corrosion Policy & Oversight is tasked with providing highly specialized administrative/analytical support services for the front office of the Secretary of Defense, Deputy Secretary of Defense, the Military Departments, Joint Staff, Defense Agencies, Government Accountability Office (GAO), Combatant Commands, US and foreign industry, and Congress.
The primary activities are to provide administrative support to the OUSD(AT&L), Directorate of Corrosion Policy & Oversight; specifically, expert level administrative support for senior executives. The OUSD(AT&L), Directorate of Corrosion Policy & Oversight activities include, but are not limited to formatting correspondence, reports, briefings and other content drafted by technical and management personnel; transmit documents and data files; provide general support for business meetings and other events; monitor contractor personnel matters, support travel planning and ensure contractor personnel data accuracy; manage and track data call requests;
assist in providing illustration/graphics support that requires visual display/presentation/aids, including videos, beyond the normal capabilities of office personnel; assist in providing strategic resource management and in planning Government operating resources; thus ensuring the program office’s expertise level that commensurate with strategic goals; to manage high visibility special senior analytical projects; drafting and authorizing policies and senior briefs;
developing entrepreneurship initiatives; leading interagency taskforces; participating in peer reviews; analyzing legislative proposals; interpreting public laws and policies; conducting industry and intergovernmental outreach; reviewing acquisition strategies; making recommendations to the Director on office administrative matters; conducting business analyses and leading efforts to improve the efficiency and effectiveness of Small Business programs and operations that target small, disadvantaged, minority and women-owned businesses.
This contract will be firm-fixed price and will not include other direct costs
4. AUTHORITY AND SUPPORTING RATIONALE: [FAR 8.405-6(c)(2)(iv)]
In accordance with FAR 8.405-6(a)(1)(i)(B), Interactive Process Technology, LLC (IPTA) is currently the "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” IPTA has the unique knowledge and background working with OUSD(AT&L), Directorate of Corrosion Policy & Oversight operations that are conducted on a daily basis, and has the required staff and the specific experience. The primary factors supporting this request are the series of high visibility special senior analytical projects underway, so this extension is required to ensure continuity of services while this requirement is recompeted.
5. REPRESENTATION OF THE BEST VALUE: [FAR 8.405-6(c)(2)(v)]
The Contracting Officer will conduct a price analysis to ensure that the final price is fair and reasonable and is in the best value to the government.
6. DESCRIPTION OF MARKET RESEARCH: [FAR 8.405-6(c)(2)(vi)]
Market research reveals that there are vendors that can perform these services, however, immediate services cannot be acquired in time to prevent a break in service and obtain cleared personnel needed for this effort. Based on the market research conducted on April 18, 2017, it is understood that there is sufficient competition available for the new competition using the WHS/AD established Strategic Sourcing Branch, Technical Analytical Administrative Support (TAAS) BPAs. These BPAs were awarded in Septembers 2015. The NAICS code that represents the majority of the work for Administrative Support 541611, “Administrative Management and General Management Consulting.”
7. ANY SUPPORTING FACTS: [FAR 8.405-6(c)(2)(vii)]
The risk to the Government in terms of disruption of support in both the short- and long-terms, is too high to transition support to another contractor for such a limited time. The Government would incur a substantial duplication of costs due to multiple transitions from one contractor to the next.
Furthermore, the administrative challenges involving hiring and security clearances simply cannot be done in this timeframe, thus preventing a new contractor from working, which will cause a disruption in critical services. Managing two contractors during the recompete of the work would be inefficient, costly, and unmanageable.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION: [FAR 8.405-6(c)(2) (viii)]
The solicitation for a new requirement will be competed amongst the TAAS BPA holders using the NAICs code 541611, Administrative Management and General Management Consulting. By utilizing the TAAS BPAs, we can streamline the time necessary to complete a competitive opportunity without an unnecessary break in service for the OUSD(AT&L), Directorate of Corrosion Policy & Oversight. The Government expects there to be adequate competition between service disabled veteran-owned small businesses (SDVOSB) within the TAAS BPAs.
The PMT forecasts a time line of approximately six (6) months to compete a new task order against TAAS BPAs, which also includes time to revise the PWS. Therefore, the estimated solicitation date is Fall 2017.
