policy makers Special Warfare options. The total anticipated dollar value for this training is $1,440,400.00. The anticipated delivery after receipt of order is 30 days ARO.
JITC requires contractor support to deliver a 15-week (March 1, 2021 to June 15, 2021) training course to 24 students with an emphasis on the following training tasks:
Communicate effectively throughout the lnteragency/TSOC and understand the systems, processes, and key leaders of a US Embassy.
Develop a mastery of UW Doctrine and Resistance Theory and the practical application thereof.
Conduct in-depth planning procedures and techniques for area and resistance assessment development.
Conduct Pilot Team Operations in a denied area.
Develop and employ an area complex in support of UW activities
4. Identification of Authority and Supporting Rationale:
This acquisition is conducted under the authority of 41 U.S.C. 251, et seq. and 40 U.S.C. 501 and FAR 8.405- 6(a)(1)(i)(A) for orders placed against the Federal Supply Schedule (FSS), Multiple Award Schedule (MAS) Program.
This LSJ is to support a one-time task order to Advanced Mission Systems (AMS), LLC, hereafter referred to as until a more permanent contract solution can be put into place by USASOC.
The circumstances and rationale for limiting consideration to AMS for award in accordance with FAR Subpart 8.405- 6(a)(1)(i)(A An urgent and compelling need exists, and following the procedures would result in unacceptable delays to provide the required training by 1 March 2021. Failure to award a contract in the allotted time will force the postponement of training for 24 selected Special Forces operators that have been approved for the 15-week training. Additionally, any delays will force many to forego this training - jeopardizing the UW mission and placing operators at risk of injury or death.
Additional Information:
The 1SFC (A) CG approved the JITC redesign in July 2020 which resulted in JITC-7 (beta version) being scheduled for 1 MAR 2021 to meet the demands of the Special Forces Groups (SFGs) force generation pathway. To meet the demands on the SFGs, OSW decided to execute JITC-7 as a proof of concept that both produced Jedburgh Operators and finalized the JITC redesign f vendors and payment methods, (primarily GPC, USSOCOM UWETEP contract and MIPRs) because OSW did not have enough time (from redesign approval (JUL 2020) to execution (MAR 2021) to develop and submit a PWS for bidding, competition, awarding and execution by 1 MAR 2020. During this timeframe, the JITC committee executed JITC-6 (AUG-OCT20) and had to mitigate COVID which added to the delay of the JITC-7 development process. To that end, during development it was discovered key portions of the course could not be procured through the GPC/UWETEP/MIPR methods due to on-discovery learning, it was determined that OSW could single-vendor contract the majority of JITC-7 by utilizing existing GSA contracts that meet the parameters of the PWS/SoW. As a result, timing and contracting constraints compel OSW to source JITC-7 through an existing GSA contract that can provide the requisite training by the deadline. Advanced Mission Systems (AMS) is the only company capable of providing the support and coordination for training for the duration, budget and timeframe required by OSW to execute by 1 MAR 2021.
This LSJ will be posted to Beta.SAM within thirty (30) days of award IAW FAR 8.405-6(a)(2)(ii).
5. Demonstration that the Acquisition Requires the Use of the Authority Cited:
The Office of Special Warfare (OSW), 1st Special Forces Command, located at FT Bragg NC, has a requirement to provide Jedburgh Individual Training Course (JITC) to 24 Special Forces Soldiers assigned to Special Forces Operational Detachment Golf (SFOD-Gs)
The OSW mission is to: train, validate and prepare Special Forces soldiers for deployment to conduct worldwide special operations, across the range of military operations, in support of United States Government (USG) policy makers for Special Warfare options.
The Jedburgh Individual Training Course (JITC) provides the required training that will allow SFOD-G teams to execute persistent and clandestine Unconventional Warfare (UW), at the earliest stages of competition, by assessing, developing, advising and assisting resistance organizations to achieve US objectives. They achieve this through clandestine Preparation of the Environment (PE), persistent area assessments, and area complex development.
JITC Training Requirements:
1. Professional Communication
2. Technical Communications
3. Policies, Authorities, Permissions, and Embassy Operations
4. UW Doctrine and Resistance Theory
5. Area Assessment Plan of Action
6. Logistics Support and Equipment
7. Pilot Team Operations Support
8. Culmination Exercise
Market research revealed AMS is the only source capable of meeting training 1 March 2021. AMS is also the only source where all the required training can be done under one contractor.
In the past OSW has provided the training using several different vendors and payment methods that created issues with the OSW Government Purchase Card Program. AMS is a small business in Buchanan, VA. AMS has extensive knowledge and experience of Special Forces Operations and SOUTHCOM and CENTCOM Areas of Responsibility (AOR); experience in Unconventional Warfare (UW) operations while operating in a non-permissive environment; and experience training Special Operations Forces.
classified operational requirements. Failure to award a contract by 15 February 2021 will force the postponement of training for 24 selected Special Forces operators that have been approved for the 15-week training. Any delays will force many to forego this training - jeopardizing the UW mission and placing operators at risk of injury or death. AMS has the qualified resources available to begin work no later than 1 March 2021 at Camp Dawson, WV. No other company can develop the required competencies to meet the required start date. Additionally, any delays will force many to forego this training - jeopardizing the UW mission and placing operators at risk of injury or death.
It was decided that executing this one-advantageous and cost effective to the Government, price and other factors considered while a more permanent solution is put into place.
6. Description of Efforts to Solicit as many Offers as Practice or Exception:
Only AMS will be solicited for this task order as there is an urgent and compelling need to do so. USASOC Contracting Office intends to fully compete the long-term contract.
7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable and Presents the Best Value:
The total estimated value of this task order is $1,440,400.00. The CO has determined that, under the circumstances
(including the level of effort and pricing) consistent with FAR 8.404(d). GSA has already determined the firm fixed price rates, under Schedule contracts, to be fair and reasonable. Therefore, ordering activities are not required to make a separate determination of fair and reasonable pricing, except for a price evaluation as required by FAR 8.405-2(d).
In accordance with FAR 8.404, all pricing will be evaluated prior to award. All pricing will be reviewed to ensure ing Officer will seek price reductions from AMS in accordance with FAR 8.405-4.
The Contracting Officer anticipates the use of variety of price analysis techniques to substantiate price reasonableness of the items requested in the award decision document. These techniques included, but not limited to the following:
Requesting recent commercial and Government sales history Direct competitive pricing comparisons Making indirect pricing comparisons to:
o the same or similar items in the marketplace, o competitive published price lists, and o Independent Government Estimates.
8. Description of market research conducted:
from GSA Advantage and other online sources indicates that there is only one (1) vendor, AMS is the only source of supply that is uniquely qualified to provide the required training and the only company that is qualified to support the training requirements and deliver the associated logistics, material procurement, facilities, and security services.
9. Other facts support the justification:
While GSA is committed to expanding competition, we must accomplish that goal with the least risk to the successful support of OSW mission and the ongoi completing this sole-source procurement under urgent and compelling authority.
