About this file

This Limited Sources Justification (LSJ) document details the Defense Logistics Agency (DLA) Troop Support's procurement of eight North American Rescue Tactical Operation Medical Manikins (TOMMANIKIN) Gunshot Wound (GSW) for the Defense Health Agency's Medical Education and Training Center (METC) at Joint Base San Antonio-Fort Sam Houston. The manikins are specifically required for physician training in the Hospital Corpsman Basic program, with stringent requirements including capabilities for bleeding management, breathing/oxygenation, injection simulation, fracture assessment, patient assessment, and robust physical construction.

The document justifies a sole-source procurement under FAR 8.405-6(a)(1)(i)(B) because the North American Rescue TOMMANIKIN GSW is the only product meeting all METC's minimum requirements. Market research conducted in April and May 2025 confirmed no alternative vendors could provide a manikin matching the specified capabilities. The procurement will be made under Equipment ECAT contract SPE2DH-25-D-0009, with DLA Troop Support committed to ongoing market research to potentially introduce competition in future acquisitions. The contract allows for quarterly product additions by ECAT vendors, which could enhance future competitive opportunities.
