Limited-Sources Justification (LSJ) For orders or BP As exceeding the Shnplified Acquisition Threshold
LSJNo.: FYl5-0068
This acquisition is conducted under the authority of the Multiple Award Schedule Program, (41 U.S.C. 152(3), Competitive Procedures), and Title 40 U.S.C. 501, Services for Executive Agencies. The Requirement is justified by the following facts and rationale required under FAR 8.405-6(a)(I )(i)(C) as follows:
1. Agency and Contracting Activity.
The Department of Homeland Secmity's (OHS), Domestic Nuclear Detection Office (DNDO) and Office of Procurement Operations (OPO), proposes to award an extension to Task Order HSHQDC-12-J-00054, under Blanket Purchase Agreement (BPA) HSHQDC-l l-A-00029, using limited competition procedures pursuant to FAR 8.405-6 (Limiting Sources). This document is the Limited-Sources Justification, as required by FAR 8.405-6(c)(2).
2. Nature and/or description of the action being approved. Describe the action being approved, and include the name and address of the proposed contractor(s).
DHS, DNDO, Architecture and Plans Directorate (APD) has a requirement, on a limited source basis, for science, engineering, and technical assistance (SETA) suppott for the Strategic Planning, Analysis, and Reporting Center (SP ARC). The proposed extension to the Time-and-Materials Task Order will provide three (3) months of service to DNDO, APD while the follow-on effort is competed.
The period of performance for this three (3) month extension is January 3, 2015 -April 2, 2015. The proposed extension will change the overall period of performance for the Task Order from March 2, 2012- January 2, 2015, to March 2, 2012-April 2, 2015.
The Task Order contains FAR 52.217-8 "Option to Extend Services". None of the six (6) months allotted under the aforementioned FAR clause have been utilized. Additionally, the exercise of FAR 52.217-8 "Option to Extend Services" is in accordance with FAR Patt 17. The Independent Government Cost Estimate (IGCE) for the proposed extension is $501,203.00.
Proposed Contractor:
Schafer Corporation 321 Billerica Road Chelmsford, MA 01824-4191.

3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).
The IGCE for the proposed three (3) month extension to the Task Order is $501,203.00.
The Task Order provides SETA suppoti for SPARC, which coordinates the spiral development of the Global Nuclear Detection Architecture (GNDA). Ultimately, the suppott received under the Task Order aid in the enhancement of the GNDA by classifying current detection technologies, analyzing gaps and solutions, and identifying new areas for transformational research that achieve DNDO's goals and objectives.

$1,868,836.80
$501,203.00
$5,514,673.40
In accordance with FAR 8.405-6(a)(l )(i)(C), the circumstances restricting competition for the proposed extension is that this procurement is conducted in the interest of economy and efficiency. The new work involved with the proposed extension is a logical follow-on to an original Federal Supply Schedule order, provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited sources procedures. The additional three (3) months of service will provide time for the new procurement to be completed and for a transition to occur between the current order and the replacement order. FAR 52.217-8, ·"Option to Extend Services" was included in the order at the time of award, but the estimated value of the option was not evaluated or accounted for in the task order ceiling price. Further, exerci~e of the option must be appropriately justified under the authority of FAR 8.405-6, as documented herein.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404( d).
The Contracting Officer has determined that issuing the proposed three (3) month extension to the Task Order for continued SETA suppo1t services represents the best

For orders or BP As exceeding the Shnplifiecl Acquisition Threshold value, and will result in the lowest overall cost, considering price and administrative costs, to meet the Government's needs. This order was placed in accordance with FAR 8.404, "Use of Federal Supply Schedules." The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. The pricing rates are within the limits specified in the contract. Additionally, prior to issuance of the proposed Task Order Extension, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being ordered, in order to determine that the total price is reasonable. The Contractor's labor mix and level of effort will also be compared to the I GCE.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market Research was not conducted to identify alternative schedule holders because the pool of existing BPA holders for ONDO SETA support has already been determined to represent an adequate pool of alternate sources for this requirement. A competitive solicitation for this requirement was released to all BPA holders on May 21, 2014, with award projected on or about the February, 2015 -March, 2015 timeframe.
7. Any other facts supporting the justification.
The current Task Order will expire January 2, 2015. ONDO has a need to extend the current Task Order to sustain suppo1t services until a succeeding eff01t can be awarded.
The current Task Order requires that contractor employees possess a security clearance.
Because of the time required to obtain a clearance, it is in the best interest of the Government to keep the incumbent's employees in place until the succeeding contractor can be chosen and clearances obtained. Currently, ONDO and OPO are involved in the source selection phase of the re-compete procurement for these SET A support services.
An extension to the current order will provide ONDO and OPO enough time to make an award and have a replacement order in place.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made. Include a statement of actions taken or that will be taken to increase competition for future acquisitions of the same item/service (e.g. the government intends to revise overly restrictive technical specifications, acquire data rights, or pursue some other means to increase future competition).
As previously stated, the Government re-competed these SETA support services under the existing multiple-award BPA. The requested three (3) month extension is the shortest reasonable amount of time to complete the new competition and have a replacement order in place.
