·For orders or BP As exceeding the Simplified Acquisition Threshold

(41 U.S.C. 3302, et seq.) and Title. 40 U.S.C. 50 I. in ac.cordance with FAR 8.405-6, "Limited-Sources Justification." This procurement is being conducted in the interest of economy and efficiency as a logical follow-on to an original Federal Supply Schedule order, HSHQDC-11-A-00029/ HSHQOC-13-J-00032. The original award was competitively solicited and awarded under the ONDO multiple award BPA for SETA suppott using the ordering procedures at FAR 8.405. It is necessary to limit competition for new work described herein as a logical follow-on because continued delivery of SETA support services over the period of the extension is required to ensure that ONDO projects and initiatives that are currently supported by the incumbent remain on schedule while the re-compete is being conducted. The additional two (2) months of service will provide time for the new procurement to be completed and for a transition to occur between the current order and the replacement order. FAR 52.217-8, "Option to Extend Services" was included in the order at the time of award, but. the estimated value of the option was not evaluated or acc, ounted for in the task order ceiling price. Further, exercise of the option must be appropriately justified under the authority of FAR 8.405-6, as documented herein.

5. Determination by the 01·dering activity contrncting officet' that the anticipated order represents the best value consistent with FAR 8.404(d).

The Contracting Officer has determined that issuing the proposed Task Order Extension to Schafer Corporation for continued SETA suppott services represents the best value, and will result in the lowest overall cost, considering price and administrative costs, to meet the Government's needs. This order was placed in acc01'dance with FAR 8.404, "Use of Federal Supply Schedules." The General Services Administration (GSA) has already negotiated fair and reasonable pl'icing rates. The pricing rates are within the limits specified in the contract. Additionally, prior to issuance of the proposed Task Order Extension, the ordering activity will consider the level of effort and the mix of labor proposed to perform the specific task being o!'de!'ed, in o!'der to determine that the total pric(O is !'easonable. The Contractor's labor mix and level of effort will also be compat'ed to the Independent Govemment Cost Estimate (!GCE).

6. A description of the market research conducted among schedule holdet's and the results, 01· a statement of the reason. mat'ket research was not conducted.

Market Research was not conducted to identify alternative schedule holders because the pool of existing BPA holders for ONDO SETA suppol't has all'eady been determined to reptesent an adequate pool of alternate sources for this requirement. A competitive solicitation fot· this l'equirement was released to all BPA holdet's on March 13, 2014, with award projected on June 13, 2014.

7. Any other facts suppol'ting the justification.

The cu1'rent SETA Task Ot'der will expi!'e May 31, 2014. ONDO has a need to extend the current SET A Task Ordet' to sustain support services until a succeeding effo11 can be

For orders or BP As exceeding the Shnplified Acquisition Tlu·esho]d awarded. The cmrent SETA Task Order requires that contractor employees possess a security clearance, Because of the time required to obtain a clearance, it is in the best interest of the Government to keep the incumbent's employees in place until the succeeding contractor can be chosen and clearances obtained. Currently, DNDOAD is involved in the source selection phase of the re-compete procurement for these SETA services. An extension to the current order will provide ONDO AD enough time to make an award and have a i·eplacement order in place.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to rnstl'icted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

As previously stated, the Government re-competed these SETA services under the existing multiple award BPA. The requested two (2) month extension is the shortest reasonable amoimt of time to complete the new competition and have a replacement order in place. ·

9. OHS intends to post this requirement on Federal Business Opportunities (FedBizOpps), pursuant to FAR 8.405-6(a)(2)(i).
