Department of the Army Single Source Determination for Purchases under the SAT

(Using FAR Part 13)

Purchase Request #: TBD

1. Contracting Activity: The Army Contracting Command – Detroit Arsenal (ACC-DTA) is the procuring activity for this action.

2. Description of the Supply or Service Purchased: The ACC-DTA proposes to award a Firm Fixed Price (FFP) contract to Little Green Men (LGM), (CAGE: 6DZF8, UEI:

JNP2RH263JM3) for the purchase, removal, installation, and configuration services for (3) brand name Dataton ShowServer, WatchOut Servers in support of the National Museum of the United States Army (NMUSA). The WatchOut Servers are responsible for segmenting and playback of the Army Movie. The movie is segmented based on 3 quadrants and each server is responsible for one of the quadrants to display the movie as a single format.

Additionally, these services shall include consulting and integration to ensure all elements of the movie and theater environment are working according to previous settings and functionally of the Army Theater environment before and after the WatchOut Servers are replaced.

3. Dollar Amount: The estimated total purchase price is for a three-month contract.

Fiscal Year (FY) 2024, Operations and Maintenance, Army (OMA) funds will be utilized for this effort.

4. Authority Cited: FAR 13.106-1(b)(1), “Soliciting from a Single Source.”

5. Reason for Authority Cited: The reason for the authority permitting other than full and open competition is the nature of the requirement and the fact that this contractor is uniquely qualified to complete this work in a timely and effective manner at the level of quality desired.

LGM Technology is one of the only local companies familiar with NMUSA’s current technology environment. LGM Technology was highly involved with design and installation of several smaller theaters with projectors and servers throughout the Museum environment as a subcontractor to Design and Production during the museum buildout. LGM Technology recently replaced the projectors in the Army Theater and has a great understanding of how the projectors and WatchOut Servers communicate to provide a quality but unique movie experience. LGM Technology has highly relevant experiencing having worked with the Quantico and Smithsonian Museums in the past, so they know what is expected as far as NMUSA quality is concerned. This company will be able to leverage years of experience, relationships, and a deep understanding of NMUSA’s current environment to optimize efficiency and achieve a quality of service that meets NMUSA’s existing standards. This will foster a rapid removal, installation, configuration, and deployment for this project along with a higher reliability of maintaining NMUSA’s consistent technological applications throughout the Museum.

LGM Technology is staffed with a team of trained engineers that has experience with system design, server configuration, and installation which will assist in efficient removal, installation, and configuration of these servers. This will result in significant savings in costs ) and
