About this file
This is a Limited-Sources Justification (LSJ) document for a non-lethal weapons (NLW) and self-defense (SD) instructor training contract. The U.S. Navy's Center for Security Forces (CENSECFOR) is seeking a Non-Lethal Weapons training supervisor from Controlled F.O.R.C.E., Inc. to provide Mechanical Advantage Control Hands (MACH) master-level instructor support and training delivery. The contract will be a firm-fixed-price task order under the GSA Multiple Award Schedule, with a one-year base period and four one-year option periods from 20 September 2025 to 19 March 2031.
The training will primarily be delivered at CENSECFOR's Detachment Chesapeake, Virginia, with potential travel to locations including San Antonio, San Diego, Mayport, Bangor, Pearl Harbor, Yokosuka, and Groton. Market research confirmed Controlled F.O.R.C.E. as the sole source for this specialized training, as they are the developer of the MACH training system. The procurement will replace a previous task order and differs by adding a NLW training supervisor and removing previous self-defense instructor requirements. NAVSUP Fleet Logistics Center Norfolk will be the contracting activity, with future competition to be assessed on a case-by-case basis.

LIMITED-SOURCES JUSTIFICATION (above SAT)
1. Identification of Requiring Activity and Contracting Activity.
Requiring Activity: Center for Security Forces (CENSECFOR) 1575 Gator Blvd, Bldg 3504, Suite 338 Virginia Beach, VA 23459-2751
Contracting Activity: NAVSUP Fleet Logistics Center (FLC) Norfolk Contracting Dept., Fleet Directorate 1968 Gilbert Street, Suite 600 Norfolk, VA 23511-3392
2. Nature and description of contract action.
This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a new task order to Controlled F.O.R.C.E., Inc’s Federal Supply Schedule as identified in paragraph 6 below. The placement of a firm-fixed-price order is anticipated.
This procurement will take the place of self-defense instructor services that were previously performed under Task Order N0018920F0503. Task Order N0018920F0503 was awarded on a sole source basis to Controlled F.O.R.C.E., a small business; the existing task order expired on 19 July 2025. This follow-on will support requirement differs from the previous effort by including the addition of a Non-Lethal Weapons (NLW) training supervisor and the removing the requirement for self-defense instructors as previously required. The period of performance is now required to start 20 September 2025.
3. Description of Required Supplies/Services.
The Center for Security Forces (CENSECFOR) requires Non-Lethal Weapons (NLW) and Self-Defense (SD) Instructor training delivery and certification services. The proposed acquisition is to acquire support of a NLW training supervisor responsible for the SD system instructor training and certification in Mechanical Advantage Control Hands (MACH) that will be located at Detachment (DET) Chesapeake, VA. Training will be primarily delivered at DET Chesapeake but will involve travel to other CENSECFOR learning activities located in San Antonio, TX; San Diego, CA; Mayport, FL; Bangor, WA; Pearl Harbor, HI; Yokosuka, Japan and Groton, CT. The contractor will support CENSECFOR by providing MACH master-level instructor support and delivery of the NLW Senior Instructor course of instruction and other NLW training, and oversight and management support of the NLW instructor training program for CENSECFOR.
with a level of detail commensurate with the complexity and circumstances of each order.
By placing an order against a schedule contract, the ordering activity contracting officer concludes that the order represents the best value to the Government.
6. Description of market research among schedule holders and the results or a statement of the reason market research was not conducted.
The requiring activity and contracting activity have conducted market research among schedule holders. Initial market research included internet searches, which revealed no additional suppliers with the approved MACH certification. Controlled F.O.R.C.E. is the developer and sole source provider of the training system offering renewed certification.
Further research revealed these training services are regularly bought and sold in the commercial marketplace; therefore, the requirement meets the definition of a commercial item. Additional research included a review of the GSA eLibrary website, which revealed the required MACH training is available from only one source via GSA: Controlled
F.O.R.C.E. (GS07F0613W).
7. Any other facts supporting the justification.
This procurement uses a GSA Schedule and will be solicited and awarded in accordance with FAR Subpart 8.4.
8. Actions the Agency may take to remove or overcome barriers to competition.
For the aforementioned reasons and those set forth in Paragraph 4, NAVSUP FLC Norfolk will solicit to Controlled F.O.R.C.E., Inc. The contracting activity has no plans at this time to compete future contracts for the types of services covered by this document.
If another potential source emerges, NAVSUP FLC Norfolk will assess whether competition for future requirements is feasible. All future requirements will be handled on a case-by-case basis.
IAW DFARS 208.405-6 and PGI 208.405-6, since this action is a follow-on order to an order previously issued based on a limiting sources justification citing the authority at FAR 8.405-6(a)(1)(i)(B) or (C), the approving official is required to review the previous justification to determine if the planned actions to remove barriers to competition were completed. The approving official has reviewed the previous justification, which indicated that if another potential source emerges, NAVSUP FLC Norfolk will assess whether competition for future requirements is feasible.
The approving official has reviewed the previous limited sources justification and has determined that the internet searches and review of the GSA eLibrary website done for this procurement action sufficiently completed the actions required by the previous limited sources justification. The previous LSJ stated that the contracting office will assess competition for future requirements to determine if it is feasible. As detailed above, market research has confirmed that CONTROLLED F.O.R.C.E is still the only source of the required services. Market Research will be conducted for any future requirements to determine if there are any potential sources of competition.
9. Contracting Point of contact.
The point of contact at Fleet Logistics Center Norfolk, Fleet Directorate is Mary “Abbey” Taylor, Code 214.1, at (757) 405-7467 or by e-mail at mary.a.taylor263.civ@us.navy.mil.
