About this file
This is a Limited-Sources Justification document for a task order extension under the General Services Administration (GSA) Multiple Award Schedule (MAS) contract.
The National Library of Medicine (NLM) Lister Hill National Center of Biomedical Communications (LHNCBC) is extending the existing task order 47QTCA18D00JA / 75N97022F00091 for seventy-five days (March 25, 2026 to June 7, 2026) to prevent a lapse in service while a competitive re-compete acquisition is finalized. The incumbent contractor will continue providing software, database administration, and support services under a Time and Materials contract type. These services support NLM LHNCBC's research and development activities in data science, biomedical informatics, natural language processing, image processing, machine learning, and infrastructure support, including task order management, software and database development/administration, system and network administration, user support, subject matter expertise, and quality control. The extension is valued at an undisclosed amount that will increase the total contract value. The original task order was competitively awarded and was set to expire on March 24, 2026.
The justification demonstrates that only the incumbent contractor can provide the required services at the necessary quality level within the compressed timeframe due to specialized expertise, system integration knowledge, and continuity requirements. A break in service would create cybersecurity vulnerabilities, compliance issues, operational downtime, knowledge gaps, resource constraints, and financial costs that outweigh short-term savings. The government conducted market research as part of the full re-compete effort and will publish a limited-sources justification notice on SAM.Gov for a minimum of thirty days in accordance with Federal Acquisition Regulation 8.405-6(a)(2). The Contracting Officer is Ali R. Kazemipour from the Office of Acquisition and Logistics Management, Office of Logistics and Acquisition Operations (OALM/OLAO) within the National Institutes of Health (NIH).

The incumbent contractor’s pricing was determined to be fair and reasonable as determined by FAR 8.404(d) and they have historically provided discounts in addition to their GSA MAS rates.
The incumbent contractor will be encouraged to propose additional discounts for the seventy-five day extension.

The Government will only solicit the incumbent contractor for the current TO extension under this GSA Federal Supply Schedule Multiple Award Schedule contract, to extend the existing TO for seventy-five days as no reasonable alternatives exist for this requirement. No other firm can provide the necessary services at the requisite level of expertise within the time frame required.
The Government is actively working on the subsequent TO re-compete, which is currently in the solicitation phase. It is anticipated that a competitive award will be in place upon expiration of the current TO’s seventy-five-day extension. NLM’s technical staff continually monitors the market and evaluates services on an ongoing basis that would potentially improve their existing platforms. As technology changes and improves, the technical staff will monitor the marketplace and re-evaluate the requirement to see if other solutions can be utilized to enhance competition.
