4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited: Simrad NSX 3012 bundle recommend due to compatibility with a wide range of platforms supported in different CBSI Parter Nations. A chartplotter/radar/sonar combo is required in order to safely navigate a vessel, Simrad provides a high quality bundle that will meet Partner Nation mission requirements and will help TAFT standardize and integrate replacements across the Caribbean. C-MAP Reveal X charts are necessary to be compatible with Simrad NSX chartplotters.
6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
Requirement to post justification in accordance with FAR 13.105(c), action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.
7. Market Research: Market research indicates the item falls within the commercial items definition as it is customarily used by the general public and has been sold, leased, or licensed to the general public.
Based on market research Simrad NSX 3012 bundle is the only option that meets mission requirements. A redacted Limited Source Justification will be posted on SAM.
8. Other Facts: Caribbean Security Basin Initiative (CBSI) Technical Assistance Field Team (TAFT) provides assistance and support to Eastern Caribbean Partner Nations in their efforts to repair their US supplied vessel. Many Partner Nation vessels are lacking electronic navigation systems necessary for safe navigation. Lack of these systems poses a serious threat to Partner Nation’s missions and the lives of their crews.
9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:
I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon previous acquisition history for similar item.
I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government.
Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
