About this file
This document is a Limited-Sources Justification (LSJ) for a modification to extend the period of performance and add funding for a task order under Contract 47QMCB18D0003 held by Franconia Real Estate Services.
The U.S. Secret Service (USSS) requires relocation management (home sales) services to assist with the transfer of agents within the continental United States, Alaska, Hawaii, Puerto Rico, and Guam. The current period of performance expires on 5/26/2024, and USSS intends to extend it for the period of 5/27/2024-10/26/2024 and add $4,457,725.00 in funding. Franconia Real Estate Services, the incumbent contractor, is the only source capable of providing these unique and highly specialized home relocation services without an unacceptable interruption to the USSS mission. The contracting officer has determined this modification represents the best value to the government. USSS plans to release a solicitation for these services no later than June 2024 to ensure adequate competition for the follow-on requirement.

Limited-Sources Justification
1. Agency and Contracting Activity.
The Department of Homeland Security, U.S. Secret Service (USSS), Procurement Division, proposes to modify task order 70US0922F2GSA2002, on behalf of Office of the Chief Financial Officer (OCFO) Financial Management Division (FMD), pursuant to FAR 8.405-6, Limiting Sources.
2. Nature and/or description of the action being approved.
USSS requires a modification to task order 70US0922F2GSA2002 to extend the period of performance for the period of 5/27/2024-10/26/2024 and add funding in the amount of $4,457,725.00 for relocation services.

The OCFO/FMD has a need for relocation management (home sales) services that will assist the USSS in the transferring of agents within the continental United States, Alaska, Hawaii, Puerto Rico and Guam. The services are intended to facilitate the relocation of Government employees, and to ease the personal and financial burden which can be associated with relocation. The contractor provides the following services to transferring employees of the USSS:
A. Home marketing assistance B. Home sale services C. Appraised value sale option D. Amended value (and amended from zero) options E. Closing only option F. Property management services G. Home finding assistance (including rental assistance)

LSJ No: FY24-0012 Page 2 of 3
03.21.2022 v.1.0
The current period of performance expires 5/26/2024.
4. Authority and supporting rationale.
This acquisition is conducted under the authority of Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.
Pursuant to FAR 8.405-6(a), the circumstance that justifies limiting sources to fewer than those required by FAR 8.405-1 and 8.405-2 is:
FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Rationale: USSS requires an extension to the period of performance to provide sufficient time to recompete this requirement. The solicitation is expected to be released no later than June 2024.
As the incumbent, Franconia Real Estate Services is the only source capable of providing home relocation services. The incumbent contractor has the capacity to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the relocation management (home sales) services to transferring employees of the USSS. An award to any other source would result in an unacceptable interruption in fulfilling this requirement would negatively impact the USSS mission.
5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).
The contracting officer has determined that issuing the proposed task order modification for the continued need of mission critical home relocation services represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. This modification is against a task order that was placed in accordance with FAR 8.404, “Use of Federal Supply Schedules.” The General Services Administration (GSA) has already negotiated fair and reasonable pricing rates. There is no increase in price associated with this modification and same prices were determined fair and reasonable at the time of the task order award. Discounts to these GSA schedule rates will be requested.
6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.
Market Research was conducted through GSA, DHS Strategic Sourcing Vehicles, and vendor discussions. There are multiple vendors with the capability to fulfil the requirement. To ensure that adequate time is available to recompete the requirement, the USSS intends to extend the services under the current task order for the period of 5/27/2024-10/26/2024.
7. Any other facts supporting the limited-sources justification.
LSJ No: FY24-0012 Page 3 of 3
03.21.2022 v.1.0
There are no additional facts to support this limited-sources justification.
8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies or services is made.
The USSS posted the a solicitation for home relocation services on GSA eBuy. Adequate competition will be achieved by the solicitation effort.
9. USSS intends to publish this requirement and post this justification on SAM.gov pursuant to FAR 8.405-6(a)(2)(i).
10. Technical/Requirements Personnel Certification.
Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
