About this file
This is a Justification Review Document for a non-competitive award under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 8.
The U.S. Army Engineering and Support Center, Huntsville (CEHNC) proposes to award a $651,633 firm fixed price call order to Miller Knoll, Inc. (CAGE 40636) against their existing Blanket Purchase Agreement (BPA) W912DY24A003 for medical modular systems products and installation services at Womack Army Medical Center (WAMC), Fort Bragg, North Carolina. The authority for this non-competitive procurement is 41 U.S.C. § 4106(c)(2), implemented through RFO 8.401(b) and GSAM 538.71. The contractor shall provide materials, equipment, labor, supervision, and management to develop work plans, manufacture and deliver products, assemble systems, place systems in designated areas, dispose of packaging materials, and provide warranty in accordance with GSA contract terms and conditions. The justification cites physical integration requirements with existing Miller Knoll systems already installed at Fort Bragg as the basis for sole-source procurement; the competing BPA holder, Haworth, Inc., offers incompatible products. Miller Knoll products constitute the facility's standardized furniture line, with over $2.2 million in competitively procured orders awarded since FY24. Fair and reasonable pricing was determined through comparison with GSA discounted schedule prices and previous awards; Certified Cost or Pricing Data is not required. The document includes procurement history showing five recent competed Miller Knoll contracts ranging from $28,061 to $792,811.

Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 8 Limited Sources Justification
1. Requiring Activity: Womack Army Medical Clinic (WAMC), Fort Bragg NC.
2. Contracting Activity: US Army Engineering and Support Center, Huntsville (CEHNC), Medical Outfitting and Support (MO&S) Program, Huntsville, AL
3. Description of Action: To non-competitively issue a Call Order to MillerKnoll, Inc, against their IMMSS Blanket Purchase Agreement (BPA) number W912DY24A003 for the purchase and installation of medical modular systems product for Project Number (PN) 26BRAGG200-A, Ft Bragg Combined Projects, WAMC, Fort Bragg NC.
4. Description of Supplies/Services: The Contractor, MillerKnoll, Inc., shall provide all necessary materials, equipment, labor, supervision, and management to (1) develop final work plans; (2) manufacture and deliver products; (3) assemble systems; (4) place systems in designated rooms and areas;
(5) properly dispose of all associated packaging/crating materials; and (6) provide a warranty in accordance with the General Service Administration (GSA) contract terms and conditions.
5. Authority Cited: 41 U.S.C. § 4106(c)(2), as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 8.401(b) which directs the use of the General Services Administration FAR Supplement (GSAM) 538.71.
6. Reason for Authority Cited: While two vendors (MillerKnoll, Inc. and Haworth, Inc.) hold BPAs under this program, in instances where physical integration with existing systems is required, only one specific source is capable of satisfying the Government’s requirement for any given task order.
a. Background: Miller Knoll products constitute the “standard” systems furniture product line installed at Ft. Bragg and are used extensively throughout both administrative and clinical facilities. Since FY24 CEHNC Medical Outfitting and Services (MO&S) has awarded competitively procured orders totaling more than $2.2M for the supply and installation of MillerKnoll products at Ft. Bragg.
This new call order will provide additional systems and related furniture for various departments throughout Ft. Bragg Departments. The work will include combining new products with existing systems.
To prevent voiding the warranty on the existing systems, and in order to match existing products, the work must be performed by Miller Knoll. Direct interchangeability is required between the new and existing products to be installed in the hospital. Products purchased under this requirement must directly interface and integrate with existing furniture products throughout Ft. Bragg, ensuring that a single system product line is available for use within the Facility Management Division at Ft. Bragg. A single systems product line will allow the facility to adapt to the changing mission needs and will ensure complete fluidity and interchangeability. By using the same Contractor and equipment, the Government achieves cost efficiencies by eliminating compatibility concerns, custom requirements and warranty disputes.
b. Alternatives: Use of an action competed between the two IMMSS BPA contractors was considered. The other BPA holder, Haworth, Inc., also provides systems product, but does not provide a product that is similar in style and appearance that will integrate with the existing systems.
c. Impact if not approved: The resulting action would not support Ft. Bragg’s efforts to standardize using consistent, fully functional systems product.
7. Efforts to Obtain Competition: To overcome barriers to future competition, we will continue to procure all forms of agency supplies and services using competitive procurement procedures at every possible opportunity. However, for this procurement, based on the rationale stated above, it is determined to be in the best interest of the Government to purchase the Miller Knoll Inc. product.
8. Actions to Increase Competition: It is anticipated that a significant number of similar requirements will be identified and funded by DHA for similar products for medical facilities in Fiscal Year 2026 and beyond. Delivery orders will be competed among all eligible General Service Administration (GSA) Federal Supply Schedule (FSS) contractors for facilities where integration with existing products is not required.
