Text version
The contractor will provide software, components, labor and equipment to support the Metasys Building Automation System industrial process control system at the University Dr. campus.
Pittsburgh HCS utilizes the Metasys System to monitors and controls all Heating, Ventilation and Air Conditioning (HVAC) systems at University Drive Campus and surrounding buildings.
The Metasys is a proprietary system which limits competition as technicians not certified on Metasys cannot provide services on this system.
(4) Identify the Authority and Supporting
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
Johnson Controls, Inc. (JCI) is the manufacturer and designer of the Metasys Systems that controls all HVAC systems at University Drive Campus and surrounding buildings. Certain components are manufactured by Johnson Controls are not available from other sources.
Johnson Controls holds exclusive licensing rights for its software and components. The maintenance and technical manuals are not publicly available. There is no commercially available education manuals from which a non-Johnson Controls technician can qualify to field edit the programs, change labels or functionality, or operate the system as required to service and test the system properly.
. Also, all system circuit boards are manufactured by Johnson Controls and are not commercially available from any supply house.
Johnson Controls, Inc. will be subcontracting less than 1% of the work to a large business due to no qualified small business vendors in the market place that are qualified via the JCI subcontractor training program or have been through JCI subcontractor safety training courses.
Any repairs will be fully interfaced with the existing Metasys devices, and while making these repairs the existing system will stay fully functional so that the facility will always be protected.
Should an unauthorized third-party modify existing JCI systems and/or equipment, associated warranties that are currently in place may be considered null and void.
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.
The original order must not have been previously issued under sole source or limited source procedures.
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
JCI’s quote lists a cost for Block Preventive Maintenance Hours at under GSA schedule cost.
This requirement was previously performed under contract . This contract was awarded on 8/3/2016, as a base with three (3) option years, in the amount of . This contract expires on 8/6/2021.
A direct comparison to will not prove to be accurate as the new requirement includes the installation of four (4) additional Metasys access points, upgraded internet server, upgrades to the existing system, and increase in service hours. This requirement also adds the addition of water monitoring at University Drive Campus. This addition will allow the water treatment department to have their own monitoring system, trend information, real time report, generate alarms and receive service hours as well for their service needs. With construction and additions to the hospital, controllers are getting outdated. There is a need to upgrade existing system to keep up with the demand and growth of the hospital. Additions and add-ons to the existing system.
The total proposed price of new contract is $
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.
No market research was conducted as Metasys is proprietary to Johnson Controls, Inc. Seeking a replacement system would be cost-prohibitive for VAPHS.
The VA Medical Center has an existing Johnson Controls Building Automation System, which is the world’s leading building automation system. Its advanced technology provides essential instrumentation and control, which saves energy, lowers operational costs, and enables productive and secure environments. This program is specially designed to meet the operational requirements of VAPHS. This means there is no commercially available education manuals from which a non-Johnson Controls technician can qualify to field edit the programs, change labels or functionality, or operate the system as required to service and test the system properly.
. Also, all system circuit boards are manufactured by
Johnson Controls and are not commercially available from any supply house.
Any repairs will be fully interfaced with the existing Metasys devices, and while making these repairs the existing system will stay fully functional so that your facility will always be protected.
Johnson Controls currently performs all existing Building Automation System maintenance and repairs and technicians have a good understanding of the layout and design. If a non-proprietary service provider were to create a major system failure it could not only create a negative financial impact to your facility but could cause your system to be inoperable for an extended period of time.
Johnson Controls only authorizes the sale of its products, services and certified maintenance through it branch offices, and it is the only authorized source for Johnson Controls branded products including Metasys and YORK equipment. Johnson Controls cannot be held responsible should any unauthorized third-party modify existing Johnson Controls systems and/or equipment, associated warranties that are currently in place may be considered null and void.
