Logical follow-on Limited Source Justification

This acquisition is conducted under the authority of Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C.501) Multiple Award Schedule Program FAR 8.401 and is justified by the following facts and rationale required under FAR 8.405-6 (a)(1)C) Logical Follow-On.

(1) Agency and Contracting Activity.

The Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Formal Contracts Division I - CG- 9121(B), proposes to enter into a one year Blanket Purchase Agreement (BPA) order on a basis other than full and open competition.

(2) Nature and/or description of the action being approved.

The USCG has a requirement on a limited source basis to continue the current alignment analysis of the Personnel and Administrative offices (P&A) and Servicing Personnel Offices (SPOs) at an estimated cost of

. Both the Deputy Commandant for Mission Support (DCMS) and the Personnel Service Center (PSC) had program management leadership changes in the past eighteen (18) months resulting in a change to the core vision, a change in PSC duties and a new charter affecting staffing standards and an expansion of Direct Access. These changes along with the last government shutdown for thirty-five (35) days resulted in significant delays in completion of HSCG23-17-F-PMA917 requirements. The estimated timeframe to complete HSCG23-17-F-PMA917 requirements is now three years including this follow-on order. The logical follow-on one year BPA order will use Harkcon’s specialized knowledge to conclude the analysis at a point where a competitive two year task order under the Human Capital and Training Solutions (HCaTS) contract vehicle can be procured to complete the requirements. The current period of performance is 29 September 2019 to 28 March 2020. The follow-on BPA order period of performance will be from 29 March 2020 to 28 March 2021.

Harkcon Incorporated 43 Town and County, Suite 119-311 Fredericksburg, VA 22405-8729

(3) Description of Supplies/Services.

Contractor is to assist the Assistant Commandant for Human Resources (CG-1) in developing recommendations and implementing those recommendations to improve efficiencies within the P&A and SPOs. Additionally, the Contractor will assist in establishing the cognizant technical authority roles and responsibilities and develop business process descriptions, performance standards and measurements, process documentation, implementation plans, and change management strategies for adjustments in structure or unit/office responsibilities. In addition, the Contractor will develop a transition plan so that another entity will be able to continue the duties currently underway with little historical and contextual knowledge to continue the alignment of the Yoeman Servicing Personnel Office (YN SPO) and P&A that has been ongoing since 2012.

(4) Identification of the justification and the rationale.

This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6 for a one year logical follow-on BPA order. The current BPA order HSCG23- 17-F-PMA917 was competitively solicited and awarded and was not previously issued under a sole source or limited source procedure.

(5) Determination by the ordering activity Contracting Officer that the anticipated order represents the best value consistent with 8.404(d).

The Contracting Officer has determined that issuing the BPA follow-on order to continue this effort represents the best value and will result in the lowest overall cost alternative, considering price and administrative costs, to meet the Government’s needs.

(6) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market Research was conducted and two Independent Government Cost Estimates (IGCES) were created to analyze the senior analyst pricing under HCaTS contract vehicle and the senior analyst pricing under the Harkcon Manpower Requirements BPA HSCG23-16-A-PFF003. Market research identified senior analyst pricing under HCaTS was (averaged) per hour whereas Harkcon’s BPA senior analyst was priced at per hour.

(7) Any other facts supporting the justification.

This justification is being completed to satisfy part 6.303-1 Requirements to issue a BPA order in accordance with IAW 8.405-6 Limiting sources.

(8) A statement of actions, if any, the agency may take to remove or overcome any barriers that preclude the agency from meeting the requirements of 8.405-1 and 8.405-2 before any subsequent acquisition for the supplies or services is made.

The Contracting Officer Representative (COR) will use the level of effort required for this order as a benchmark to use in estimating the level of effort for the next competitive procurement.

(9) Contracting Officer’s Certification.

In accordance with FAR 8.405-6(c)(2)(ix), I certify that the data supporting the recommended use of other than full and open competition is accurate and complete to the best of my knowledge and belief.

(10) Technical/Requirements Personnel Certification.

I certify that this requirement meets the Government’s minimum need and that the supporting data, which forms a basis for the justification, is accurate and complete.
