Task No.: ID GSO140002 Limited Source Justification

3) Description of Supplies or Services Required

The Performance Work Statement (PWS) for the follow on services will similarly reflect that of the current PWS, providing for the continuation of OASIS PMO support services for a 6 month base and 3 month option period. In collaboration with GSA, ATSG will support the continuation of established tasks represented below:

Task 1: Contract Administrative Support

• Prepare basic draft documents for any phase of the pre-award and post-award process

• Revise draft documents based on Contracting Officer feedback

• Assist in the maintenance of Contractor contact information

• Assist in the maintenance of contract files

• Assist in tracking status of key deliverables or due dates

• Assist in Market Research efforts

Task 2: Program and General Administrative Support

• Assist in drafting topics and responding to Interact blog posts

• Take minutes in meetings

• Set up meetings as required

• Keep Contracting Officers and Program Manager advised on a daily basis of issues as they arise

• Assist in responding to industry and customer inquiries

• Assist in collaborating with industry and customers to acquire necessary information like

Delegation of Procurement Authority (DPA) processing, scope review follow up, task order award information, etc.

• Assist in the tracking of pre-award task order scope review, analysis and recommendations

• Assist in the tracking of post-award task order scope review, analysis and recommendations

• Assist in providing status reports as requested

• Assist in planning training and travel/meeting/event logistics

• Assist in the tracking and maintenance of Continuous Learning Points and Delegation of

Procurement Authorities of OASIS clients

• Assist with other program related activities as necessary

• Processing of DPA Authority certificates

• Processing of Continuous Learning Point certificates

The estimated value of the services detailed herein is approximately $53,930 for the 6-month base and $27,612 for the 3-month option period.

4) Authority and Supporting Rational Permitting Acquisition using Limited Sources

FAR 8.405-6(a)(1)(i)(C)): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule (FSS) order. In December 2014, GSA Region 10/Professional Services and Human Capital Portfolio awarded GS-10F-0112X/ GSO140002 to ATSG competitively and was not previously issued under a sole source or through limited source procedures. The purpose of the task order was to obtain contract support services for the OASIS PMO to provide a full range of Acquisition Support Services; i.e. administrative, program, and general expertise.

The primary reason this non-competitive action is being issued at this time, is due to the uncertainty in the political climate, and a hiring freeze that is being enacted as a new Presidential Administration takes office

Task No.: ID GSO140002 Limited Source Justification

The current task order was issued under IMC Mission Oriented Business Integration Services (MOBIS) Schedule Contract. The MOBIS (874) schedule is no longer available as an individual Multiple Award Schedule program. All of the services covered under this schedule, and all of the existing contractors, are available under the new PSS.

GSA is continuing to conduct market research in support of a competitive acquisition for these services from the commercial market. In accordance with FAR 8.405-6(a)(2)(i) this LSJ will be posted on Federal Business Opportunities (FBO) for a minimum of 30 days. This will provide additional information to ensure GSA has sufficient information from industry to finalize the ongoing market research and prepare a successful acquisition strategy.

7) Other Facts Supporting the Justification

The Contracting Officer has determined that the temporary extension of the task order represents the best business decision and value to the government, and will serve to continue the much needed services under the current task order, with the current contractor who has the staff in place and the program knowledge to continue supporting the OASIS Program without interruption. The execution of the task order under the authority cited in this LSJ is in the best interest of the Government given the current political climate, and the needs of the Government at this time.

8) Statement of Actions to Overcome Barriers of Competition

It is the Government’s intent to allow for competition on all requirements. GSA will continue market research supporting a competitive award. GSA will publicly post this justification document in accordance with FAR 8.405-6(a)(2)(i). A combination of the efforts discussed in this LSJ section will assist in overcoming barriers to competition going forward.
