5. DEMONSTRATION THAT THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY

CITED

The United States Army Special Operations Command (USASOC), 7th Special Forces Mission Group (7SFG), located at Eglin AFB, FL has a requirement for Network Emulation Simulation Interrogation Equipment (NESIE) - Special Recon Mission Kits to outfit 7SFG’s Electronic Warfare section.

The 7SFC’s mission is to: Organize, equip, train, validate and prepare forces for deployment to conduct worldwide special operations, across the range of military operations, in support of regional combatant commanders, American ambassadors, and other agencies as directed.

The NESIE – Special Recon Mission Kits required by 7SFC is an active over-the-air system that enables and enhances Electronic Warfare Support (EWS) operations. It provides OPE/IBP, FORCEPRO, and active targeting in a small form factor. NESIE can be utilized in both permissive and non-permissive environments as both a mounted and man-portable system. The system’s ability to survey, locate, deny, and correlate emitter information in one Graphical User Interface (GUI) provides faster situational awareness and ensures no loss of coverage. Lack of this system can lead to an increased risk to mission and risk to force, in a EWS environment.

7SFC’s General Requirements:

1. Interoperable with other AMS Electronic Warfare Support equipment.

2. Non-proprietary Graphic User Interface with web based technology.

3. Lifetime technical support and hardware warranty with no additional cost to the unit

4. New Equipment Training (NET) tailored to Special Forces trade craft.

5. Familiarization on SOUTHCOM cellular networks.

Market research revealed AMS is the only source capable of meeting the Government’s requirements. AMS is a small business in Charlotte, North Carolina. AMS specializes in the delivery of advanced technologies, training, and professional services in the areas of Technical Surveillance, Tactical Cyber Operations, Special Reconnaissance, and Special Operations Technical Support. The NESIE characteristics below are unique to AMS:

1. NESIE is currently the only system that is interoperable with other Electronic Warfare systems that United States Army Special Operations Command (USASOC) has already acquired from AMS, the manufacturer.

2. NESIE It is the only system capable of meeting USASOC’s needs that can cover multiple frequency cellular bands (2G, 3G, 4G, LTE and 5G upgradable). Failure to have a multipurpose, easily accessible system can potentially lead to loss of target due to time constraints or failure to identify threats.

3. NESIE is the only available product that includes a lifetime hardware warranty and technical support.

4. NESIE is non-proprietary open face software; all other systems use software that is proprietary to that company, which usually comes at additional long term cost for upgrades or changes.

7SFC’s technical representative for this procurement has determined that the NESIE system meets all classified operational requirements. Any deviation in the specified equipment will lead to mission failure and the loss of life. If the LSJ is not approved, 7SFC risks receiving equipment that is not interoperable with current 7SFC’s Electronic Warfare Support equipment leaving another capability gap with potentially higher cost or loss of life.
