About this file

This document is a sole source justification for the U.S. Army Contracting Command-Detroit Arsenal to award a firm-fixed price purchase order to GoEngineer for one Stratasys F370 3D Printer System for $123,300. The printer is required by the U.S. Army Combat Capabilities Development Command Ground Vehicle Robotics Lab to replace an outdated Stratasys sst 1200 printer. Only the Stratasys F370 meets all the lab's requirements for printable materials, build volume, size constraints, layer thickness, and software capabilities. Market research found no other printers met the criteria. The justification cites factors such as utilizing the same soluble support material as current printers, minimizing required equipment and lab space, and consolidating service contracts with an existing vendor. The contracting officer and electrical engineer certified the supporting data and justification. The related opportunity is a special notice of intent to sole source the procurement to GoEngineer.

Department of the Army Sole Source Justification for Purchases under the SAT

(Using FAR Part 13)

Purchase Request #:

1. Contracting Activity: The Army Contracting Command-Detroit Arsenal (ACC-DTA), MI is the procuring activity for this action.

2. Description of the Supply or Service Purchased: ACC-WRN intends to award a sole source, firm-fixed price purchase order for the procurement of one stand-alone Three- Dimensional (3D) Printer System: Stratasys F370 Elastomer Enabled (123-30003). The proposed contractor is:

GoEngineer (formerly CATI) 404 E 10 Mile Road, Ste 150 Pleasant Ridge, MI 48069 248.577.5100 CAGE Code: 0U958 DUNS Number: 02894467

3. Dollar Amount: The estimated total purchase price is . The type of funds is

FY2023 RTD&E.

4. Authority Cited: FAR 13.106-1(b)(1), “Soliciting from a Single Source.” For purchases not exceeding the simplified acquisition threshold. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

5. Reason for Authority Cited: The U.S. Army Combat Capabilities Development Command (CDCC) Ground Vehicle Robotics (GVR) Lab recently had a Stratasys sst 1200 3D Printer System. However, the sst 1200 requires replacement because it is prohibitively expensive to maintain having gone out of service in 2014. In addition, the machine only prints an older, inferior plastic (P400 ABS) to what is needed in the robotics lab currently.

CDCC intends to replace the sst 1200 with the Stratasys F370 3D Printer System. The F370 is the only known machine that satisfies all of the following functions/characteristics that are required:

A. Must print the following materials:

• Acrylonitrile Butadiene Styrene (ABS),

• Polylactic Acid (PLA),

• Acrylic Styrene Acrylonitrile (ASA),

• Polycarbonate-Acrylonitrile Butadiene Styrene (PC-ABS),

• Fused Deposition Modeling Thermoplastic Polyurethane (FDM TPU92A)

B. Build volume must be at least 14 X 14 X 10 inches C. Total volume of printer must be no greater than 64 X 34 X 28 inches D. Must use a dissolvable support material

ACC-WRN FT 4293, 03 MAY 2018 Previous Edition is Obsolete Page 2 of 3

E. Must utilize the same soluble support / soluble concentrate from our current printer (P400sc – Soluble)

F. Must contain at least two build material bays and two support material bays G. Layer thickness must 0.254mm or less H. System must be “plug & play” – cannot require loading profiles or changing equipment to print different materials I. System must provide software that will create tool paths and soluble supports J. Must run from a regular 120 AC wall plug K. Must not require special temperature, humidity, and fume-mitigation conditions / must be usable in the lab or office area

Additionally, procuring another Stratasys 3D Printer will allow CDCC to trade in the existing Dimension 1200 sst 3D Printer, recouping . Procurement of another machine from a vendor other than GoEngineer would result in this additional expense. In addition, procurement from GoEngineer allows consolidation and potential cost savings of the service contracts and parts with the other 3-D printers currently used in the lab and maintained through GoEngineer.

The F370 uses the P400sc – Soluble Concentrate, the same concentrate used in the existing equipment being replaced. Use of the same concentrate is optimal for several reasons:

1) Lab Space: Procurement of another manufacturer’s 3D printer would require a second soak tank to clean new prints. However, procuring the F370 will allow engineers to use its existing soak tank, resulting in less required equipment and a physical space savings where available floor space is limited.

2) These materials are considered hazardous materials (hazmat). The concentrate currently being used, as well as it accompanying Standard Operating Procedures (SOP), has already been approved for use by DTA Hazmat and facilities teams. Use of a different concentrate would not only require a new use and SOP approval, but would also double the hazmat storage area required.

3) The concentrate currently being used has minimal environmental implications, so disposal can be accomplished by lab personnel in regular drains under the right conditions. A different concentrate may not be disposable in this manner, and could require a third party to collect and dispose the material, resulting in additional & ongoing costs.

6. Market Research: Market research was conducted during Mar-Apr 2023 by the GVSC Electrical Engineer. Internet searches showed that the Stratasys F370 is the only model that meets the requirement. The results of the market research indicated several potential suppliers; however, after detailed analysis, it was concluded that none of the other contractors, except GoEngineer, meet the technical requirements as summarized in Table 1 below:
