About this file

This is a Limited Source Justification document for a GSA purchase by the U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA) to award a new Firm Fixed Price/Level of Effort Task Order against GSA contract 47QTCA-23-D-007V with TransVoyant, LLC for maintenance support of the Total Enterprise Asset Management System (TEAMS).

The procurement will provide continued maintenance support and necessary enhancements to TEAMS, a software-intensive Enterprise web application used across the Department of Defense community for asset management, requirements tracking, inspection reporting, and data transformation capabilities. The Task Order includes one base year and four option years at rates established by GSA, plus a six-month FAR 52.217-8 option period, with total estimated procurement value of approximately $22M based on independent government estimates incorporating pre-established GSA rates. The estimated value encompasses the base year, four option years, and the additional six-month option period. Funding will be provided through Procurement Appropriation funds for the base year, with stakeholder funding from Weapons and Tracked Combat Vehicles and Other Procurement Army funds. The acquisition is conducted under the Multiple Award Schedule Program authority cited as 41 U.S.C. §4106(c)(2) and FAR 8.405-6(a)(1)(i)(B), which permits limiting sources when supplies or services are unique or highly specialized.

The justification establishes that TransVoyant, the original TEAMS software developer, is the sole source capable of providing the required services due to its exclusive knowledge of the system's complex architecture comprising over 1,000,000 lines of code and 4,000 libraries, specialized expertise in integrating new functional requirements, mastery of ALTESS FBNC host IT policies and DoD/Army security requirements, and control over pre-production servers essential for software deployments. Market research conducted between January 21 and February 12, 2025 across multiple GSA GWACs and veteran-owned small business schedules confirmed no other contractor possesses the requisite technical knowledge and specialized experience necessary to manage the mission-critical TEAMS application assigned to the Warfighter Mission Area portfolio. The document was approved by Rachel Capaldi, Command Advocate for Competition, on June 27, 2025.
