LIMITED SOURCE JUSTIFICATION
AUTHORITY: FAR 8.405-6 and 40 U.S.C 501
Contract # GS07F5548P 140D0420F0152 – Security Guard Services
This acquisition is conducted under the authority of the Multiple Award Schedule Program.
Identification of the agency and contracting activity, and specific identification of the document as a “Limited Source Justification”.
Contracting Activity: Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), 381 Elden St, Ste. 4000, Herndon, VA 20170.
Requiring Activity: DOI, Office of Law Enforcement and Security (OLES), 1849 C Street NW, Washington, DC 20240.
Nature and/or description of the action being approved.
This is a limited source acquisition for security guard services for up to six months at Main Interior Building (MIB) located at 1849 C Street, NW, Washington, DC. under the authority of Clause 52.217-8 “Option to Extend Services” for Task Order Number GS07F5548P 140D0420F0152.
The DOI requires continued services under this task order while evaluations and award are completed for a new contract action for these services. As of March 1, 2021, quotes for a new guard services procurement have been received and are under evaluation by a DOI technical evaluation team. It is anticipated that the new action will be ready for award by April 1, 2021.
To ensure that Clause 52.217-8 is executed only to provide the minimum level of required services until a new award is in place, the clause is being executed in increments of one month as opposed to being exercised for the full 6 months allowed by the clause. If a new contractor wins the new award, transition time to acquire all MIB specific training may be needed. As a result, it is only anticipated that between one and three months of Clause 52.217-8 will ultimately be needed to ensure uninterrupted services.
A description of the supplies or services required to meet the agency’s needs (including the estimated value).
The OLES has authority to perform security guard services for the DOI MIB. These services include providing 24-hour deterrent against unauthorized, illegal, or potentially life-threatening activities directed against DOI employees, visitors, information, programs and properties. These threats include, but are not limited to, terrorist attacks, thefts of government property/classified materials, unlawful destruction of public property, and violations of other Federal and State criminal statutes. Duties the contractor shall perform include control of the access and entry to the MIB, verifying badge credentials of employees, visitors, and contractors and issue appropriate temporary badge credentials where required; ensure that personnel are appropriately escorted when necessary; conduct inspections of material ensuring that all property entering or being removed from the facility is authorized for entry or removal; monitor all vehicular and pedestrian traffic entering or leaving the premises, serve as a roving patrol as required; enforcing parking and traffic regulations; detecting and/or responding to intrusion, trespass, violations of law and/or regulations, security hazards/violations, fire or safety hazards, civil disorders, terrorist threats, hostage conditions, and other adverse circumstances; and assisting in monitoring a closed circuit television security system.
The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized
Due to the limited time between the expiration of the current task order and the award of the new task order by April 2021, the current contractor is the only contractor that can provide interrupted guard services. It is not practical to attempt to onboard another contractor while the award of the new long-term guard services contract is being completed due to the length of time it takes to complete background checks, and other administrative actions, for contractor personnel. Additionally, allowing services to lapse until the award of the new contract action presents an unacceptable evel of risk to DOI, as the MIB building would be without security guard services which would present a significant risk to life and property.
A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d).
In accordance with the terms of Clause 52.217-8 Centerra Group, LLG is required to provide pricing “within the limits and at the rates specified in the contract,” which will result in pricing for the 6-month extension being equal to those in effect during the most recent period of performance, the Base Period. Therefore, the pricing provided under this extension is determined to be the best value, as the pricing will be equal to the previously determined fair and reasonable pricing for the Base Period and will ensure that DOI has uninterrupted security guard services at the MIB.
A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
There is an ongoing competitive procurement to establish a long-term contract for security guard services at the MIB that should be ready for award by April 2021.
Any other facts supporting the justification.
Clause 52.217-8 was included in the task order. This justification is only required for the contract file due to the option pricing not being evaluated at time of award.
A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for supplies and services is made.
There is an ongoing competitive procurement to establish a long-term contract for security guard services at the MIB that should be ready for award by April 2021.
The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
I certify this justification is accurate and complete to the best of my knowledge and belief.
10. Evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government’s minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.
