About this file

This is a Limited Source(s) Justification for an Order/BPA under the Federal Supply Schedule Program.

The Department of Commerce, specifically NOAA's Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD), and the Office of Satellite and Product (OSPO) within the National Environmental Satellite, Data, and Information Service (NESDIS), intends to award a modification to SIMBA Enterprises, LLC. The modification extends the period of performance from May 13, 2026 to June 12, 2026 to ensure continuity of critical GEONETCast America (GNC-A) services until a follow-on award can be made. NOAA requires a commercial satellite data broadcast service to deliver environmental data as part of the GEONETCast global network, which distributes space-based, airborne, and in situ data to diverse communities across the Americas. GNC-A has been operational since spring 2008 and provides broadcast coverage to North America, the continental U.S., South America, Central America, and the Caribbean Basin, transmitting level II satellite imagery and environmental data products to user receive terminals. This is a firm fixed price order with the estimated value redacted from the document.

The contracting officer has determined that only one source—SIMBA Enterprises, LLC, located in Leesburg, Virginia and represented by Robert Strickland—is capable of providing the unique and highly specialized services required at the necessary quality level. The justification cites the unique nature of the services and the impact of the federal Government shutdown on revised contract award milestones, which has created a potential lapse in critical services if the current contract expires before a new order is awarded. Market research confirms only one capable source can provide the needed expertise and service level during this interim period until the logical follow-on contract is awarded.

LIMITED SOURCE(S) JUSTIFICATION

FOR AN ORDER/BPA EXCEEDING MICRO-PURCHASE THRESHOLD

AND UP TO THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 8.4 FSS Ordering Procedures – GSA 538.7104-3(b)(ii))

GS-35F-517AA/1332KP23FNEEB0007

This acquisition is conducted under the authority of the Federal Supply Schedule Program.

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants

Office (AGO), Satellite and Information Acquisition Division (SIAD) and the Office of Satellite and Product (OSPO) within the National Environmental Satellite, Data, and Information Service

(NESDIS).

2. Description of supplies or services required to meet agency needs (including the estimated value).

NOAA intends to award a modification to SIMBA Enterprises, LLC to extend the period of performance from May 13, 2026 to June 12, 2026, in order to ensure there is no lapse in service for critical GEONET Cast America (GNC-A) activities until the follow-on award can be made.

NOAA has an ongoing requirement for a commercial satellite data broadcast service to deliver environmental data as part of an integrated global system named GEONETCast (GNC). GEONETCast is a near real-time, global network of satellite-based data dissemination systems designed to distribute space-based, air-borne and in situ data, metadata and products to diverse communities.

GEONETCast Americas (GNC-A) has been operational since spring 2008. GNC-A provides broadcast coverage to most of North America and all of the continental U.S., South America, Central America and the Caribbean Basin. GNC-A is used to send level II satellite imagery, environmental data and a wide range of product files to a widely distributed user community in the Americas. Data and products are provided by trusted, national and international content producers via the internet or dedicated lines to an uplink teleport. These data files are received by a data management system uplink server(s) and broadcast by a commercial satellite telecommunications service provider to low-cost, user receive terminals located under the footprint of the satellite broadcast. The estimated value of the extension is $ for this firm fixed price order.

3. Identification of the limited source(s) to be solicited.

Robert Strickland SIMBA Enterprises, LLC 39 Port Evans Road NE Leesburg VA, 20176 571-431-9941

4. Authority and supporting rationale. The contracting officer has determined the following circumstance justifies limiting the source under FAR 8.405-6 and as supported below:

Only one source is capable - FSS Ordering Procedures – FAR 8.4, GSA 538.7104-3(b)(ii)) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Only one awardee is capable of providing the supplies or services required at the level of quality required because the services ordered are unique or highly specialized. The follow-on pre-solicitation activity for this order has begun however, the federal Government shutdown has affected the Government’s ability to make award prior to the end of the current period of performance. Based on the milestones that were revised due to the federal Government shutdown, the current contract will expire prior to the award of a new order causing a lapse in critical services.

5. Market Research

There is only one capable source who can provide the needed level of service in and expertise in the time period until the logical follow-on is awarded.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
